4.2.3 <strong>Urban</strong> Development priorities<br />

Below are some of the key issues and problems identified by Pathak on the basis of two<br />

viewpoints: on the one hand, KM staff and on the other, <strong>Kabul</strong> inhabitants.<br />

• Keys issues and priorities according to <strong>Kabul</strong> Municipality<br />

- “Lack of coordination, both within KM and with other agencies<br />

- Lack of sewerage system<br />

- No waste water management<br />

- Too few job opportunities<br />

- Poor water supply<br />

- Population increase<br />

- Outdated municipal law<br />

- Problem in land acquisition<br />

- Damaged and poorly maintained roads<br />

- High traffic congestion<br />

- Poor environmental sanitation<br />

- Pollution of <strong>Kabul</strong> River and other water resources<br />

- Illegal occupation of land<br />

- Unplanned development of the city”<br />

- Planned areas also lack services like schools, clinics, roads and power etc.<br />

- Lack of adequate shelter and housing<br />

- Equipments owned by KM are old and inadequate<br />

- Lack of comprehensive urban policy<br />

- No good plans to solve these problems<br />

- Too old Master Plan<br />

- All areas do not have Detail Plans<br />

- Expansion of <strong>Kabul</strong> city and no control over new areas”<br />

Further three top institutional development priorities are specified<br />

- “Clarification on the authority and autonomy of KM and its relationship with MUDH, other<br />

concerned Ministries and government agencies.<br />

- Preparing a revised development plan for <strong>Kabul</strong> that should also address the problem of<br />

informally developed areas.<br />

- Securing more finance for <strong>Kabul</strong>’s infrastructure development, including enhanced<br />

revenue generation, central transfers and donor funding.”<br />

Three service delivery priorities<br />

- “Construction of new roads and repairing and upgrading of the existing roads, including<br />

roadside drainage.<br />

- Solid waste management.<br />

- Protection and expansion of green areas.<br />

- The KM leadership also considers improved water supply and sewerage a high priority<br />

for the city”<br />

• People’s priorities at a local level<br />

The key priorities summarised below were gathered in different urban areas, with different<br />

income groups.<br />
