should be in compliance with regulations of major international relevant organisations such as<br />
WMO, 7 ECOMET 8 ,<strong>and</strong> the EU directives,<br />
• to undertake appropriate action for the implementation <strong>and</strong> continuous monitoring of the<br />
<strong>BALTEX</strong> data policy,<br />
• to establish <strong>and</strong> maintain an inventory of <strong>BALTEX</strong> data requirements for <strong>BALTEX</strong> research,<br />
• to facilitate the access to data for <strong>BALTEX</strong> researchers by<br />
o getting the <strong>BALTEX</strong> data policy known <strong>and</strong> accepted by data owners,<br />
o establishing <strong>and</strong> maintaining an inventory of available <strong>and</strong> new data archives <strong>and</strong> data<br />
sources,<br />
o developing ideas for specific data sets;<br />
o monitoring the performance of the <strong>BALTEX</strong> Data Centres,<br />
• to develop <strong>and</strong> draft a <strong>BALTEX</strong> Data Management Plan, as a detailed extension to the<br />
<strong>BALTEX</strong> <strong>Phase</strong> <strong>II</strong> Implementation Plan, to be finally approved by the BSSG, <strong>and</strong><br />
• to initiate the establishment of <strong>and</strong> continuously review a <strong>BALTEX</strong> data management WWW<br />
website, preferably linked to the <strong>BALTEX</strong> “homepage” on WWW. This website is expected<br />
to inform on relevant data management issues for <strong>BALTEX</strong> data providers, <strong>BALTEX</strong> Data<br />
Centres <strong>and</strong> archives, as well as <strong>BALTEX</strong> data users.<br />
For further details on <strong>BALTEX</strong> data management see Chapter 8.<br />
9.3. Working Group on Radar<br />
The <strong>BALTEX</strong> Working Group on Radar is successfully in place since beginning of the <strong>BALTEX</strong><br />
programme. See Annex <strong>II</strong> for the group´s present membership. Its terms of reference are:<br />
• To establish <strong>and</strong> maintain a structure for the exchange of radar data (not necessarily in real<br />
time), covering the <strong>BALTEX</strong> region, by proposing (i) the type of products to be exchanged<br />
<strong>and</strong> the priorities for their implementation, considering the needs for research in Meteorology,<br />
Hydrology <strong>and</strong> Oceanography, <strong>and</strong> (ii) exchange formats for the radar data in the <strong>BALTEX</strong><br />
region,<br />
• to maintain an inventory of radars installed in the <strong>BALTEX</strong> region <strong>and</strong> recommend ways to<br />
extend the radar coverage over the entire <strong>BALTEX</strong> region in order to meet the scientific<br />
objectives of <strong>BALTEX</strong>,<br />
• to recommend radar related research <strong>and</strong> enhanced observation periods to meet the scientific<br />
objectives of <strong>BALTEX</strong>,<br />
• to regularly inform <strong>and</strong> advice the <strong>BALTEX</strong> SSG about ongoing developments <strong>and</strong> progress,<br />
<strong>and</strong><br />
• to keep close contact with the other <strong>BALTEX</strong> working groups.<br />
9.4. Working Group on Energy <strong>and</strong> Water Budgets<br />
At the 18 th BSSG Meeting in Lindenberg, October 2005, the establishment of a new Working Group<br />
on Water <strong>and</strong> Energy Budgets was decided. Terms of reference <strong>and</strong> membership still have to be<br />
finalized. Given here is a general description of the scope of the new working group:<br />
During <strong>BALTEX</strong> <strong>Phase</strong> I major effort was contributed to underst<strong>and</strong> the physical processes<br />
determining the water <strong>and</strong> energy budgets of the Baltic Sea <strong>and</strong> its drainage basin. Observations have<br />
been analysed, unfortunately they are not continuous in space <strong>and</strong> time. In addition, two fully coupled<br />
regional modelling systems simulating the water <strong>and</strong> the energy cycles have been developed, <strong>and</strong><br />
successfully validated against observations.<br />
In <strong>BALTEX</strong> <strong>Phase</strong> <strong>II</strong>, these systems can now be utilized in several ways: they can recalculate the past<br />
for example to determine the impact of the large scale circulation on the regional climate, or analyse<br />
