off campus of Towson University, the second largest public university in the state with an<br />

enrollment of more than 21,000 students. These ef<strong>for</strong>ts included:<br />

• Forming a two-man special alcohol en<strong>for</strong>cement unit to monitor student behavior off campus.<br />

Officers worked to increase student <strong>and</strong> community awareness by patrolling the most<br />

problematic areas on weekends <strong>and</strong> college party nights.<br />

• Instituting university policy to address students’ disorderly <strong>and</strong> disruptive behavior off campus<br />

<strong>and</strong> in<strong>for</strong>ming students that the university would take judicial action <strong>for</strong> inappropriate offcampus<br />

behavior.<br />

• Implementing responsible server practices among liquor licensees in the community <strong>and</strong><br />

increasing penalties tenfold <strong>for</strong> licensees who repeatedly violated liquor laws.<br />

Led by the Utah Department of Alcohol Beverage Control, this is a media <strong>and</strong> education campaign<br />

to prevent <strong>and</strong> reduce underage drinking in Utah by providing parents <strong>and</strong> guardians with in<strong>for</strong>mation<br />

about the harmful effects of alcohol on the developing teen brain, along with proven skills <strong>for</strong><br />

preventing underage alcohol use. Many state agencies <strong>and</strong> other organizations are partners in the<br />

campaign, including: Attorney General’s Office, Department of Health, Department of Public Safety/<br />

Highway Patrol <strong>and</strong> Highway Safety Office, Division of Substance Abuse <strong>and</strong> Mental Health, Juvenile<br />

Court, State Office of Education, Mothers Against Drunk Driving (M.A.D.D.)/Utah Chapter, Utah<br />

Prevention Network, <strong>and</strong> Utah Substance Abuse <strong>and</strong> Anti-Violence Coordinating Council. With regard<br />

to community corrections’ involvement in the campaign, the Utah Juvenile Court works to combat<br />

underage drinking among youth offenders who enter the court system on alcohol-related charges<br />

or through substance abuse treatment <strong>and</strong> educational prevention services. In either case, juvenile<br />

court workers will have to supervise such offenders during the course of their involvement in the court<br />

system. Supervision includes making referrals to treatment programs on behalf of the offenders, as<br />

well as ensuring that offenders comply with the conditions set <strong>for</strong>th by the judge.<br />
