TO UNDERAGE DRINKING<br />
Laying the Groundwork: Underst<strong>and</strong>ing the Community<br />
In order to develop the best response to underage drinking—both in the community as a whole <strong>and</strong><br />
in dealing with individual youth, a general assessment of the nature of the underage drinking problem<br />
in the jurisdiction can be very helpful. Some questions that should be addressed include:<br />
• What type of underage drinking is occurring? What are the demographics of youth who are<br />
being arrested, prosecuted <strong>for</strong>, <strong>and</strong>/or convicted of underage drinking? How many are diverted<br />
from arrest, prosecution, <strong>and</strong>/or <strong>for</strong>mal adjudication <strong>for</strong> underage drinking?<br />
• What problems have been experienced in the community because of underage drinking?<br />
Consider health, social, <strong>and</strong> financial consequences.<br />
• Do existing programs <strong>for</strong> supervising juvenile <strong>and</strong> young adult offenders convicted of underage<br />
drinking, as well as those who are diverted from the <strong>for</strong>mal justice system, adequately address<br />
the problems of these youth? What are the rates of recurrence of underage drinking offenses<br />
among those who have been supervised by the court system <strong>and</strong>/or community corrections?<br />
• What are community attitudes toward the supervision of underage drinking offenders? Does<br />
the community see it as public protection, offender punishment, or offender rehabilitation?<br />
