to advertise, promote and market <strong>Montserrat</strong> as a<br />
tourist destination throughout the year;<br />
In addition, the MTB has a regulatory role in respect of the<br />
registration and grading of hotel and other tourist<br />
accommodation and facilities catering for tourists.<br />

to promote and encourage increased shipping and<br />
airline facilities as will increase tourist traffic to<br />
<strong>Montserrat</strong>;<br />
to secure the most favourable arrangements for the<br />
entry of tourists into <strong>Montserrat</strong>;<br />
v. to encourage by such measures as they may think fit<br />
the development of such amenities as may be<br />
calculated to enhance the attractiveness of <strong>Montserrat</strong><br />
to tourists with special reference to entertainment,<br />
conservation of local flora and fauna, nature trails and<br />
handicrafts;<br />
vi. to undertake such research, experiments and<br />
operations as may appear to be necessary for the<br />
improvement of the tourist industry and to control or<br />
eliminate any undesirable factors that may affect it;<br />
The act conceives of the MTB as being the executive arm of a<br />
Ministry and empowers it to undertake almost any function<br />
which has the objective of furthering the development of<br />
tourism to <strong>Montserrat</strong>. Moreover, in prescribing the<br />
composition of the Board of the MTB, the Act ensures that the<br />
members so appointed are representative of the wider tourism<br />
industry. It is a sound piece of legislation which should stand<br />
the test of time in that it is flexible enough to deal with any<br />
changed circumstances which may require the MTB to<br />
undertake different activities for the development of tourism.<br />
However, just because the Act empowers the MTB to<br />
undertake almost any function for the development of tourism<br />
does not mean that it should undertake them all. Different<br />
circumstances at different times will require the MTB to focus<br />
on one or a number of the functions for which it is empowered.<br />
These circumstances may be market related, product related,<br />
HRD related or, indeed, funding related.<br />

to foster an understanding within <strong>Montserrat</strong> of the<br />
importance and economic benefit of the tourist<br />
industry;<br />
to make all such enquiries of, and to collect all such<br />
information as it may think necessary for the purpose<br />
of carrying out its duties and functions under this<br />
section; and<br />
generally to take all such other lawful measures as it<br />
may consider likely to assist it in carrying out most<br />
effectually the purposes of this Ordinance.<br />
A notable omission in the Act is any responsibility for the<br />
conservation and enhancement of <strong>Montserrat</strong>’s cultural and<br />
heritage resources. This is being compensated to some<br />
degree at the operational level, with the addition of a Culture<br />
Unit to the MTB,<br />
