This requires the implementation of seven strategic initiatives<br />

to deal with the issues confronting <strong>Montserrat</strong>’s tourism sector,<br />

viz.<br />

‣ Expand and Diversity the Tourism Product<br />

− increase the stock of accommodation<br />

− improve the excursionist product offer<br />

− competitive incentives to attract residential (villa)<br />

market<br />

− improve and diversify dive product (wreck diving)<br />

− develop the yachting product – moorings, facilities<br />

− develop golf, with associated real estate (villas)<br />

− hiking trail maintenance and updated guide.<br />

‣ Enhance Tourism Attractions and Amenities<br />

− make the volcano a ‘must see’ attraction<br />

− Little Bay waterfront enhancement<br />

− restoration of AIR Studios<br />

− Arts & Crafts Centre at Carr’s Port or Public Market<br />

− establish marine reserve<br />

− restoration of Sugar Mill<br />

− further develop Botanic Gardens<br />

− ‘Character’ Village, Salem<br />

‣ Upgrade Quality and Service Standards<br />

− registration of all tourism operators<br />

− establish codes & practices<br />

− provide training courses<br />

‣ Seamless Air-Sea Inter-model Access and <strong>Visit</strong>or<br />

Facilitation<br />

− sea bridge connectivity – fast, daily service<br />

− air bridge connectivity – with regional int’l flights<br />

− better visitor facilitation (immigration procedures,<br />

passenger shelter at Heritage Quay, Antigua)<br />

‣ Focused and Cost Effective Destination Marketing<br />

− focus on fewer markets<br />

− greater emphasis on internet marketing<br />

− work with and support smaller number of tour<br />

operators in source markets<br />

− <strong>Montserrat</strong>ian ground tour operators to spearhead<br />

development of niche product markets<br />

− joint promotions with Antigua, Dominica<br />

‣ Recognise and Strengthen Institutional Arrangements<br />

− establish Sea & Airport Authority<br />

− amend 1993 Tourism Act (Ordinance) to expand<br />

functions of MTB to include culture/heritage<br />

− streamline organisational structure of MTB<br />

− outsource destination marketing activities in main<br />

markets guided by SMART principles; head office to<br />

have coordinator role<br />

− strengthen capacity within MTB<br />

‣ Better Sector Management<br />

− establish TDP Steering Group<br />

− create Tourism Development Fund<br />

− develop tourism sector market/access model<br />

− initiate tourism and environmental awareness<br />

programme<br />

2.4 HOW MUCH WILL IT COST?<br />

Indicative costs for the implementation of TDP 3 and<br />

the 5-Year Business Plan are shown on Table 2.2. It<br />

should be noted that these costs only refer to<br />

activities. MTB staffing and other overhead costs are<br />

not included.<br />
