Draft Final Report, 19 th July, 2012 12 (a) TOURISM SECTOR SWOT REVIEW The challenge is the revitalisation and sustainable expansion of <strong>Montserrat</strong>’s tourism sector. Although the potential exists, there are significant threats to the sustainability of the tourism product. Based on our audit of the tourism product and the feedback from the 30 th May stakeholders’ workshop as outlined in the Inception Report, the competitive strengths and weaknesses of the <strong>Montserrat</strong>ian tourism product are summarized in respect of: • Sector management. • Environmental Management. Environmental Management • Strengths and Opportunities − good year round climate − pristine environment • Weakness and Threats − fly-tipping − reef degradation − poor planning • Human resources and community development. • Quality of Infrastructure. • Tourism product. • Marketing and access transport. Sector Management • Strengths and Opportunities − skilled and experienced cadre of ministry officials − many of necessary laws and regulations in place • Weakness and Threats − technical ‘know-how’ gaps in ATB − ATB understaffed − weak regulatory environment − no classification/standards systems − immigration & customs procedures Human Resources and Community • Strengths and Opportunities − friendly welcoming people − closely knit and resilient community − safety and security • Weakness and Threats − shortage of trained personnel − capacity of training institutions inadequate to meet present and future needs MONTSERRAT TOURISM DEVELOPMENT PLAN 2012 – 2022 47
Draft Final Report, 19 th July, 2012 Quality of Infrastructure • Strengths and Opportunities − simple road network in reasonable condition − good airport • Weakness and Threats − inadequate seaport infrastructure − poor state of road markings − airport terminal needs upgrade/maintenance − no yacht marina Marketing and Access Transport • Strengths and Opportunities − niche market appeal − nearby large excursionist market - Antigua • Weakness and Threats − inadequate use of internet for marketing − poor air access − poor sea access Tourism Product • Strengths and Opportunities − sense of peace and tranquillity − adequate physical space for expansion − good cuisine in a number of eateries − residential (villa) tourism − unique semi-active volcano • Weakness and Threats − inadequate supply of accommodation − no 5* flagship properties − insufficient things to-see-and-do − no focal point/meeting place MONTSERRAT TOURISM DEVELOPMENT PLAN 2012 – 2022 48
