22.2.1 Low Growth Scenario A<br />

Under this scenario, none of the proposed initiatives takes<br />

place. Essentially, things continue much as they are. In<br />

consequence, the likely evolution of tourism on <strong>Montserrat</strong><br />

would be as follows:<br />

• Stay-over arrivals to fluctuate between 6,500 and 8,000<br />

over the period, mainly composed of <strong>Montserrat</strong>ians<br />

returning to visit family and friends<br />

• Non-<strong>Montserrat</strong>ian stay-over arrivals between 2,500 and<br />

3,500 yearly, visiting for<br />

- general vacation<br />

- hiking tours and scuba dive<br />

- short breaks by sports, church, and other special<br />

interest groups<br />

• Cruise ship visitors not exceeding 1,000 yearly, depending<br />

on number of vessels including <strong>Montserrat</strong> on their<br />

itineraries<br />

• Yachting visitors and excursionists averaging 2,000<br />

yearly, respectively.<br />

Under this scenario, no expansion of the tourism sector is<br />

envisaged. Indeed, there is likely to be a contraction in overall<br />

tourism activity with the number of tourism operators<br />

decreasing.<br />

22.2.2 Medium Growth Scenario B<br />

Under this scenario the major economic infrastructure<br />

development is the construction of Carr’s Bay port which will<br />

accommodate cruise ship calls, the leasing of a twin otter<br />

aircraft from April 2014 and the commissioning in service of a<br />

new purpose built ferry from mid 2014. The product<br />

development initiatives designed to attract increasing numbers<br />

of stay-over tourists and excursionists are illustrated on Map<br />

22.1 and include:<br />

• Construction/placement of moorings and required onshore<br />

facilities at Little Bay to attract yachting visitors<br />

• Development of Little Bay waterfront area, with<br />

restaurants /bars creating a focal place for visitors and<br />

residents alike<br />

• Rehabilitation and up-grade of the Vue Pointe hotel,<br />

catering to the vacation, business and small<br />

conference/meetings segments of the market<br />

• Development of a 9-hole golf course at Blakes Estate, with<br />

75 associated villas<br />

• Development of a 20-room ‘boutique’ hotel at Rendezvous<br />

Bay<br />

• Development of a 20-room eco-tourism mountain resort,<br />

linking with the hiking product<br />

• 100 new rooms in additional villas, B & B/guesthouse and<br />

apartments.<br />

• Development of <strong>Visit</strong>or Attractions<br />

− Volcano Interpretation Centre<br />

− AIR Studios<br />

− Museum & Heritage Park<br />

− Expansion of MVO<br />

− Sugar Mill.<br />

• Development/Enhancement of Amenities<br />

− Marine park<br />

− Salem ‘character’ village with plaza, bars/restaurant<br />

creating a focal place for visitors and locals.<br />

Under this scenario, stay-over arrivals are projected to<br />

increase to about 20,000 by 2022, which would also reflect a<br />

revival in the residential/villa market.<br />
