Ogdensburg port handles over 115,000 tons in busy 2007
OGDENSBURG — The Ogdensburg
Bridge and Port Authority
had a very productive
2007 and is looking forward to a
busy 2008 port season as it prepares
to handle a large shipment
of windmill components from
Denmark.
PORT OF OGDENSBURG
During the 2007 St. Lawrence
Seaway shipping season the
Port of Ogdensburg was active,
handling six ships and three
barges while expanding its base
of products handled at the port.
In all, over 115,000 tons of
commodities were handled at
the port during 2007, including
road salt, dried distillers grains,
corn, hominy, cottonseed, corn
gluten and citrus pulp. Efforts to
bring in animal feeds for local
farmers has been a priority focus
of the authority, helping to
reduce costs for area dairy
farms.
Two heavy-lift cargo operations
also happened at the port
of Ogdensburg during the 2007
shipping season. The BBC Scandinavia,
a German-flagged vessel,
visited the port in July to pick
up a 200-ton railroad locomotive
that was destined for a mining
operation in Quebec. During
September a barge stopped
at the port to pick up two large
generators from the Alliance Energy
cogeneration facility. The
generators were bound for Texas
for refurbishment.
The 2008 shipping season
looks very promising. The authority
recently signed an agreement
to handle a minimum of
six ships of windmill component
parts from Denmark that
will be stored at the Port and
then barged to Wolfe Island, Ontario.
This project will be one of the
largest shipments the port has
seen in a number of years. The
Wolfe Island Wind Project,
which will consist of 86 windmills,
is being developed by the
Canadian Renewable Energy
Corp.
The authority plans to continue
its aggressive marketing efforts
during 2008 to attract additional
project cargoes and new
commodities.
During 2008 a critical update
of the authority’s port master
plan will also be undertaken.
The authority was successful in
obtaining a $225,000 grant from
the state Department of Transportation
to undertake this
study, which will also analyze
rail and truck freight flows
throughout St. Lawrence, Jefferson,
Lewis and Franklin counties.
A steering committee of north
country economic developers
has been formed to advise the
authority’s consultants on this
project and to develop a regional
marketing plan for the fourcounty
area.
INDUSTRIAL PARKS
The authority’s light-industrial
commerce park remained
nearly 100 percent occupied
during 2007. The industrial park,
which has been developed by
the authority over the past 20-
plus years, is home to over 25
companies that employ over 500
area residents in a mix of authority-owned
and privately-owned
facilities.
The park is anchored by a variety
of industrial firms, principally
from Southeastern Ontario,
including BreconRidge,
Inc., Med-Eng Systems Inc.,
DEW Industries Inc., Ara Shoes
Inc., and T-Base Communications
Inc. Other businesses in
the park include the St.
Lawrence Federal Credit Union,
A.N. Deringer Inc., DeFelsko
Corp., the International Corporate
Center, Lincare, FedEx,
Strader Ferris International, the
U.S. Social Security Administration
and a number of other small
businesses.
The authority’s heavy-industrial
park is home to ACCO
Brands, Inc.
The office products company
is one of the area’s largest employers.
Graymont Materials
Inc. also operates a cement
batch plant in the heavy-industrial
park and recently announced
plans to expand the facility.
In keeping with the authority’s
efforts to create jobs and increase
investments in Northern
New York, the authority began
construction on a $2.1 million,
24,000-square-foot shell building
during 2007. The new facility
was on schedule to be completed
by March 1. In an effort to attract
a tenant to this facility, the
authority has been working with
the city of Ogdensburg, the St.
Lawrence County Industrial Development
Agency and the state
Empire State Development
Corp. to market the facility in
Canada and regionally.
The authority’s economic development
efforts in Ogdensburg
and the growth of the industrial
parks has lead to an expanded
tax base. Over half of the
buildings in the industrial parks
are now privately-owned and
have an estimated taxable value
of over $13.7 million. This new
development and growth generates
over $670,000 in annual tax
revenue for the City of Ogdensburg,
St. Lawrence County and
the Enlarged Ogdensburg City
School District.
Most importantly, the authority’s
efforts in this area have created
numerous jobs for many
residents throughout St.
Lawrence County.
OGDENSBURG
INTERNATIONAL AIRPORT
FedEx established a freightforwarding
operation at the Ogdensburg
International Airport
during 2007. Due to increased
customer demand from brokerage
firms in the Ogdensburg
area, FedEx now has a daily cargo
flight out of the Ogdensburg
International Airport and may
expand its operation at the facility,
depending on increased demand.
Daily passenger flights out of
the airport and other north
country airports are anticipated
to resume during 2008 through
the federal Essential Air Service
program. The U.S. Department
of Transportation recently issued
a solicitation for carriers
for the Ogdensburg, Massena
and Watertown airports, and
proposals from carriers were anticipated
in February this year.
OGDENSBURG-PRESCOTT
INTERNATIONAL BRIDGE
Traffic on the Ogdensburg-
Prescott International Bridge,
which is operated by the Authority,
increased during 2007 with
the rise in the value of the Canadian
dollar as more and more
Canadian shoppers traveled to
Ogdensburg and St. Lawrence
County stores to shop.
From August to December,
automobile crossing on the international
bridge increased
nearly 25 percent as the Canadian
dollar reached parity with the
U.S. dollar.
The favorable Canadian rate,
however, has resulted in fewer
exports to the U.S., driving down
commercial traffic on the 1 1 ⁄2-
mile suspension bridge. Commercial
traffic saw an average
decline of approximately 10 percent
for the year.
During 2007, the authoritysuccessfully
implemented a
$450,000 security enhancement
project on the bridge, installing
security cameras and a weather
station. The authorityalso anticipates
a $15 million investment
in the bridge during 2008-2009
to re-deck and repaint the suspension
portion of the bridge.
Engineering work on this vital
improvement project commenced
in 2007.
NEW YORK & OGDENSBURG RAILWAY
The New York & Ogdensburg
Railway, which is owned by the
authority and operated under
lease to Vermont Rail System,
Burlington, Vt., saw a sizeable increase
in rail shipments in 2007.
It is estimated that rail traffic
increased 60 percent from 2006
to 2007. A total of 500 rail cars
were shipped on the New York &
Ogdensburg during 2007, up
from 300 in 2006, according to
New York & Ogdensburg Railway
officials. Much of this increase
is attributable to products
that were shipped to the
Port of Ogdensburg for distribution,
including approximately
6,000 tons of Dried Distillers
Grains and over 3,000 tons of
corn that went out by barge to
Trois-Rivieres, Quebec.
ADVANCES IN HEALTHCARE
ARE THE FURTHEST THING
FROM HER MIND.
Numerous other railcars were
handled at Seaway Bulk Services
— a rail-to-truck operation at the
Port of Ogdensburg. Products
such as resins, lubricants, plastic
pellets, oils, etc., are transloaded
from rail to truck at this facility
and then trucked to industries
throughout the region.
The authority is a New York
State public benefit corporation.
