arrangements for Central and Local Government (Law No. 25/1999).
Member of Core Team for national policy development to support Director
of Public Private Partnerships of National Development Agency
(Bappenas) for research and policy development on infrastructure, as
expressed in Keppres No.39/1997. Included monitoring, evaluation and
analysis of Public Private Partnerships Infrastructure projects and
covered legal/administration, financial and technical aspects.
Water Sector and Urban Infrastructure Appraisal Manager, directly
responsible for development of Public Private Partnership policy in
provision of Infrastructure. Development of action plans for local
governments in Public Private Partnerships including: development of
terms of reference of technical assistance projects, prepare project
documentation packages (PDP), development of long and shortlists of
consultants, development of project evaluation criteria, training /
seminars, owner estimates, and liaison to local governments.
Specifically, prepared Terms of References (ToRs), assisted local
governments with recruitment of and supervised consultants undertaking
Master Plans and Pre-feasibility Studies for PPP in water supply for
PDAMs in the greater urban areas of Makassar (4 PDAMs) , South Bali (5
PDAMs), Semarang (5 PDAMs), Serang / Cilegon, Greater Surabaya and
in Gresik. Similarly for solid waste management in South Bali. Assisted
BAPPENAS with evaluation of the financial, technical, social and human
resource impacts of these projects; development of national policy with

needs, such as plans for a National PPP Center.
Assisted with the set-up of and participated in studies for increasing PPP
in water resources development, for introduction of benchmarking into
PDAMs and various other studies. Organized workshops to promote PPP

8.9 Project Name : Integrated Pest Management (IPM) Program, Funded by USAID

Description of Duties : Directly responsible for the financial management and operations of the
FAO program including planning and budgeting for 4 regional program
offices and 3 field laboratories. Supervised 20 staffs at the central project
office and reviewed all plans/budget of National and International Experts
staff.
Supervised environment and agro-ecosystem cartography to develop a
management information system of Integrated Pest Management (IPM),
assist a team preparing agro-ecosystem maps (1 international expert, 8
draftsmen) for major rice bowls. In charge of developing the policy
information unit in support of IPM Policy Development
Supervised the development of the training programs for highland
vegetables IPM and the integration of field ecological studies into the
national training program.
Provide management oversight for the Health Impact Study involving 4
International Experts, 6 National Experts and 25 field staff.
Provide Management services to the development and implementations of
the IPM Rat programs in several training areas.
