On – Going Budgetary and Program Scrutiny The ongoing challenging economy requires that rigorous scrutiny of the budget be the norm. Programs continue to be reviewed with consideration for continuation or alteration. The following programs have been examined during Fiscal Year 2012. Program Division Vehicle Fleet Professional Development Staff (1) Outcome Reported to School Board November 9, 2011. Revised employee eligibility for assignment and use of division vehicles. Continued to minimize employee travel, using on – site webinars to the maximum extent possible. Staff Restructuring has been made part of basic business – follow the child, move staff to classrooms. Staff (2) Review and adjust employee’s contract length. Pre - School Program is funded primarily through federal and State grants – pay local match of $95,128 to receive $150,872. Alternative Education Property Insurance (1) Property Insurance (2) Legal Services Adult Literacy Field Trips Athletics: Student "Pay - to - Participate" Early Retirement Incentive Program (ERIP) SOL test results continue to show student improvement and return to traditional classroom. Eliminated duplicate coverage from more expensive, less robust State program. Aggressively pursuing claims and associated funds appropriation. After extended review, switched to a retainer agreement starting January 1, 2012. Approximate local cost is $90,000 – balance reimbursed/paid for by regional groups and grants. Have limited number and length. Continue with students paying $60 to participate in VHSL activities. Routinely students participate in a variety of fundraising activities to offset this cost. Continue to review options to restructure for FY 2013. Instituted Extended Service Program opportunities in FY 2012. Governor's School Examining how other fiscal agents operate. 14
Revenue Fluvanna County Public Schools receives funding from three primary sources: state, federal, and local. The school division receives other relatively small amounts of revenue from a number of sources that include, but are not limited to: grants from local and regional organizations, insurance claim reimbursements, leasing of real property and broadband spectrum.
