The Ecosystem Policy Institute of China is a research
center jointly founded by China State Forestry Administration
(SFA) and Michigan State University (MSU)
in October 2006. EPIC’s mission is to promote forestry
sustainability and ecosystem management in China and
beyond by conducting quality policy research and outreach,
of which ecosystem services and management,
forest products market and
trade, and institutions and governance

desire to build a resource-conserving
and environment-friendly economy
to achieve sustainable and harmonious development, it is
unclear how it will accomplish this grand goal.
Of course, China’s commitments to environmental conservation
and sustainable development are in line with its
international obligations and the related global initiatives;
and China’s lessons and experience can benefit many countries
facing similar problems. Therefore, it is of great interest
and broad relevance to study the challenges in China’s
ecosystem services and sustainability. It was based on
these considerations that MSU and SFA decided to establish
EPIC – an innovative platform of international collaboration
in an important area of policy research. Dr. Runsheng Yin of
MSU’s Department of Forestry has been appointed as its
Director, with half of his work time in China. In October
2006, Dr. Kim A. Wilcox, MSU Provost, met with Mr. Jianlong
Zhang, Deputy Administrator of the SFA in Beijing to
sign a memorandum of understanding for the establishment
of EPIC. On October 19, 2007, MSU’s College of Agriculture
and Natural Resources and China National Forestry Economics
and Development Research Center held an international
conference in Beijing to evaluate China’s ecological restoration
programs. At that event, EPIC was inaugurated by Mr.
Yucai Li, SFA Deputy Administrator and Dr. J. Ian Gray, MSU
Vice President for Research and Graduate Studies.
EPIC’s current projects include: The Driving Forces and
Environmental Consequences of Land-Use and Land-Cover
Changes in the Upper Yangtze Basin and An Integrative
Impact Evaluation of China’s Ecological Restoration Programs,
which are funded by the U.S. National Science
Foundation, and China’s Forest Sector: Market Modeling
and Policy Analysis, which is supported by the U.S. Forest
Service and Ford Foundation. In addition to his MSU and
SFA colleagues, Runsheng has collaborators from the Chinese
Academy of Sciences, the Chinese Academy of Social
Sciences, Peking University, and Northwest Agriculture &
Forestry University. As part of the NSF-funded projects,
Runsheng and his co-investigators also advise and mentor
undergraduate and graduate students for research experience
and hands-on learning.

产 品 市 场 与 贸 易 、 自 然 资 源 制 度 与 治 理 等 三 个 主 要 领 域 开
展 高 水 准 的 政 策 研 究 与 对 话 , 推 动 中 国 林 业 的 可 持 续 发
展 和 生 态 系 统 的 有 效 管 理 。
巨 大 的 人 口 数 量 和 快 速 的 经 济 成 长 给 中 国 的 自 然 资
源 和 环 境 带 来 沉 重 的 压 力 。 而 这 些 资 源 与 环 境 领 域 中 的
挑 战 又 出 现 在 中 国 社 会 经 济 制 度 发 生 根 本 变 革 的 时 期 。
尽 管 中 国 政 府 采 取 了 许 多 措 施 应 对 这 些 挑 战 , 但 许 多 问
题 尚 未 解 决 。 从 更 广 的 角 度 来 看 , 中 国 领 导 人 一 再 强 调 要
实 现 资 源 节 约 和 环 境 友 好 型 的 可 持 续 、 和 谐 的 经 济 发 展 。
然 而 , 如 何 实 施 这 一 宏 伟 目 标 尚 需 深 入 探 讨 。
当 然 , 中 国 在 环 境 保 护 和 可 持 续 发 展 方 面 的 举 措 是
符 合 其 所 承 担 的 国 际 义 务 的 , 中 国 的 经 验 教 训 对 其 他 面 临
类 似 问 题 的 国 家 也 颇 有 借 鉴 。 因 此 , 研 究 中 国 的 生 态 恢 复
和 自 然 资 源 管 理 问 题 有 着 重 大 而 广 泛 的 意 义 。 基 于 上 述 共
识 , 密 西 根 州 立 大 学 和 中 国 国 家 林 业 局 决 定 联 合 组 建 中
国 生 态 系 统 政 策 研 究 中 心 , 致 力 于 为 在 生 态 系 统 政 策 这 一
重 要 领 域 开 展 国 际 合 作 研 究 搭 建 一 个 新 的 平 台 。 密 西 根 州
立 大 学 林 学 系 的 尹 润 生 博 士 为 主 任 , 他 每 年 在 中 国 从 事 半
年 的 工 作 。
2006 年 10 月 , 中 国 国 家 林 业 局 张 建 龙 副 局 长 在 北 京 会
见 了 密 西 根 州 立 大 学 常 务 副 校 长 Wilcox 博 士 , 共 同 签 署 了
建 立 EPIC 的 备 忘 录 。2007 年 10 月 19 日 , 密 西 根 州 立 大 学 农
业 与 自 然 资 源 学 院 和 中 国 国 家 林 业 局 经 济 发 展 研 究 中 心
在 北 京 共 同 举 办 了 中 国 林 业 重 点 生 态 工 程 评 价 国 际 研 讨
会 。 会 议 期 间 , 中 国 国 家 林 业 局 李 育 才 副 局 长 和 密 西 根 州
立 大 学 副 校 长 Gray 博 士 为 EPIC 揭 牌 。
EPIC 的 近 期 研 究 项 目 包 括 : 美 国 自 然 科 学 研 究 基 金 资
助 的 “ 中 国 长 江 上 游 土 地 利 用 变 化 驱 动 因 素 与 环 境 后 果
的 研 究 ” 和 “ 中 国 生 态 恢 复 工 程 环 境 与 社 会 影 响 的 综 合
评 估 ”, 以 及 美 国 农 业 部 林 务 局 和 福 特 基 金 资 助 的 “ 中 国
林 业 部 门 的 市 场 预 测 与 政 策 分 析 ” 等 项 目 。 除 了 密 西 根 州
立 大 学 和 中 国 国 家 林 业 局 同 事 之 外 , 尹 润 生 博 士 还 与 中 国
科 学 院 、 中 国 社 会 科 学 院 、 北 京 大 学 和 西 北 农 林 科 技 大 学
的 学 者 进 行 合 作 。 作 为 美 国 自 然 科 学 基 金 资 助 项 目 的 内 容
之 一 , 尹 润 生 博 士 与 其 合 作 者 还 指 导 本 科 生 和 研 究 生 在 中
国 从 事 调 查 研 究 。
