The <strong>Lublin</strong> European Capital of Culture <strong>2016</strong> project first welcomes projects that are respond to the<br />

ideas presented in the first application. The projects that are not included in the second application will<br />

serve to index the cultural potential, inspire creation of culture development strategy and to preparation<br />

of the 2017 celebration (700th anniversary of the City Charter)<br />

ECC <strong>Lublin</strong> <strong>2016</strong> Guide<br />

Project guidelines<br />

• The projects and initiatives for the ECC <strong>2016</strong> programme should take into account the following<br />

issues:<br />

• The programme should contain projects worth a “Cultural Nobel Prize” that encourage creation of<br />

innovative, ambitious, high-level events.<br />

• The idea of the programme is to go forward not to make up for losses and delays.<br />

• The project should contain not only the vision of realisation, but also the process of becoming – launching<br />

and developing in the years 2011-2015, the <strong>2016</strong> event, 2017 continuation (700th anniversary<br />

of the City Charter) and long-term effects in 2020.<br />

• The project should refer to the “European dimension,” and “City and Citizens” principles (form, p. 2).<br />

• The project should refer to the “City in Dialogue” motto and four thematic axes (detailed description<br />

in the attachment).<br />

• The project is based on 4 x E principles: empathy, ecology of culture, effectiveness and experiment<br />

(detailed description in the attachment).<br />

• The project meets the principles of the ECC Projects Methodology (detailed description in the attachment).<br />

• The project refers to partnership with Spain (detailed description in the attachment).<br />

• The project involves cultural education: children, young people, adults, senior citizens.<br />

• The project welcomes the participation of the citizens and activation of districts.<br />

• The project invites specialists and scientists in a given field, according to the Culture of Knowledge<br />

principle.<br />

• The project has a potential to establish cooperation and regional and international exchange: the region,<br />

Eastern Poland, Poland, European Union, Eastern Partnership, Russia.<br />

• The project involves culture operators from the Region and enable “sharing” with the cities, towns<br />

and villages in the region.<br />

• What is the estimated budget? Does it include any external financing? How will the project be promoted?<br />

Does it employ any original forms of promotion?<br />
