Implementation of the strategy<br />

The above operational axes of the strategies are interdependent and require almost parallel implementation.<br />

Yet, in view of the current needs, the strategy team proposes that in the opening stage of implementation<br />

(in the years 2011-2012) absolute priority should be given to: Space and Governance, as<br />

calling for the most urgent action and enabling the advancement of further axes; in the same period,<br />

Availability will also be an important factor furthering other priority axes. In the subsequent years<br />

(2013-2015), the priority axes will be Participation, Offer and Financing. In the years <strong>2016</strong>-2017, all<br />

the axes should be fully operational for the celebration of <strong>2016</strong> and 2017 - (the 700th anniversary of<br />

city rights). The period between 2018 and 2020 should see the continuation of the activities from all<br />

the axes, after the necessary adjustments on the basis of their evaluation in the preceding periods. At<br />

that time Governance will again become a priority, given the need for reviewing the results of the former,<br />

key periods for the <strong>Lublin</strong> culture; conclusions will be drawn and will underlie new strategy development<br />

for the following decade.<br />

Cultural Development<br />

Strategy<br />

Irrespective of the above-said, the strategy of cultural development provides that the following regulations<br />

and programme and strategic arrangements with serve as integral supplementing components:<br />

• Integrated Plan of Cultural Heritage Management in <strong>Lublin</strong>, drawn up under the HerO project<br />

(URBACT II)<br />

• Long-Term Investment Plan for the City of <strong>Lublin</strong> (2008-2015)<br />

• The social problem-solving and social exclusion programme.<br />

• Study of the Conditions and Directions of Development for the City of <strong>Lublin</strong>, drawn up by the<br />

Planning Department, Municipal Office<br />

• local spatial plans, especially those to be drawn up for the centre of <strong>Lublin</strong> (Podzamcze area and<br />

the railway station) by the Planning Department of the Municipal Office.<br />

• concept of development for the Bystrzyca River valley (created for urban investment and the Green<br />

Connection programme) and other valleys<br />

• <strong>Lublin</strong> Revitalisation Programme in the version adopted by the City Council in 2008 with<br />

amendments.<br />

• long-term programme of cooperation with NGOs<br />

• Lubelskie Voivodeship Development Strategy and the Regional Operational Programme - Lubelskie<br />

Voivodeship for the years 2007 to 2013, and for the following programming period (2014-2020)<br />

• programmes of the Ministry of Culture intended for the support of cultural activities<br />

Considering the final shape of the strategy of cultural development, the strategy team submits a list<br />

of tasks/objectives to bring them up for discussion and requests comments and supplementary notes<br />

with proper justification:<br />

Space<br />

• to finish renovation of the Old Theatre, St Brigit Order convent (municipal Culture Centre) and other<br />

scheduled urban investments in 2011 and 2012; working out the “target’ working frames till 2014,<br />

and the programme for <strong>2016</strong> and 2017 (recommendations to governance)<br />

• to improve the “looks” of the Old Town and the surroundings (including Castle Square) as cultural<br />

space: managing the advertising and shop-signs policy, façade renovations (at the minimum), extra<br />

amenities in public spaces (benches, toilets, bus stops, etc.)<br />

• to prepare for the inscription of the historic part of <strong>Lublin</strong> on the UNESCO World Heritage List<br />
