1. Logon to: www.frc.edu<br />

2. Click “MyFRC” (top right corner)<br />

3. Key in your nine digit Login ID (900xxxxxx)<br />

4. Key in your six digit PIN (all numeric)<br />

(Forgot PIN? Click “Forgot PIN” button)<br />

5. PIN EXPIRED: Create a permanent six digit PIN (something you will<br />

remember)<br />

6. If you have forgotten your nine digit ID number OR your pin number is not<br />

working, contact Admissions and Records<br />

How do I Add or Drop Classes?<br />

1. Login to MyFRC<br />

2. Click on the “<strong>Student</strong>” tab<br />

4. Click on “Account Detail for Term,” which will provide you with the amount<br />

How do I Check the Status of my Financial Aid Refund?<br />

5. In the description, look for “Refund”<br />

6. If you wish to print your statement of payment history, click “File” then<br />

“Print.”<br />

<strong>Student</strong> Photo ID Card<br />

<strong>Student</strong> photo identification cards are issued at the time of registration and are<br />

updated each semester with a validation sticker. This card can serve as valid<br />

government issued identification and entitles you to:<br />

special activities and discounts on campus as well as in the community;<br />

access bus services through the Plumas Transit System for in county travel;<br />

access health services with Plumas County Public Health Agency for<br />

services outlined on page 38 of this <strong>Handbook</strong>.<br />

Campus Communication<br />

FRC Email and Network Account<br />

Email is the primary source of communication between faculty, staff, and you, the<br />

student. FRC requires that you sign up for an FRC Email and Network Account.<br />

Information distributed via email includes such things as deadlines, general<br />

announcements, and college updates and events. You are responsible for all<br />

information sent via FRC email. This account allows you to log on to any student<br />

computer system in the computer labs, the Library, and the Learning Center.<br />

Printing is available at these locations.<br />

How to Sign Up:<br />

The account is provided free of charge and includes an email account and<br />

access to networked computing systems and software on campus.<br />

You can apply for an account in person at the Library or online at<br />

www.frc.edu (click on the “Current <strong>Student</strong>s” tab, and then “Request<br />

Network Account”).<br />

How to Access your Network Account:<br />

You can access your account from any student computer system in the<br />

computer labs, the Library, and the Learning Center.<br />

Your USER name is: first initial of first name, middle initial, last name all<br />

in lower case, no spaces. (i.e. – Mary S. Jones would be msjones)<br />

Your PASSWORD is: first initial, last four digits of your student ID<br />

number, first initial of last name all lower case, no spaces. (i.e. m0757j).<br />

You can change your password at any time when you are logged on.<br />

How to Access your Network Email:<br />

Your email address will be your first initial, middle initial, last name<br />

@frc.edu. (i.e. – Mary S. Jones would be msjones@frc.edu)<br />

To access your email on campus, log in to any student computer<br />

system in the computer labs, the Library, and the Learning Center with<br />

your network username and password. Click on the FRC email icon on<br />

the desktop. Log on with your network username and password.<br />

To access your email off campus, go to the FRC homepage<br />

(www.frc.edu) click on the email link on the right side of the page and log<br />

in with your network username and password.<br />

Printing Capabilities with the Network Account:<br />

When you open the account, you will receive 50 free pages of printing.<br />

You can keep track of your available printing by checking the icon that<br />

comes up in the right hand corner of the screen each time you log in.<br />

You can purchase additional pages in increments of $5 (100 pages) by<br />

filling out the Printing Fee Payment Coupon. This Coupon is available in<br />

Admissions and Records, the Library, all computer labs, and the Business<br />

Office. Payments are made in Admissions and Records; check, cash,<br />

debit, or credit cards are acceptable.<br />

Funds will usually be added to your account within two business days, so<br />

plan ahead for all your printing needs. This fee is nonrefundable.<br />

Stop by the Library if you need further instructions on accessing or setting up your<br />

Email and Network Account.<br />

Nixle<br />

In the event of emergencies, campus closures, or other catastrophic events, FRC<br />

utilizes the Nixle public safety alert service.<br />

Nixle is a FREE service which instantly links you to important FRC<br />

announcements regarding campus closures or emergency situations.<br />

Nixle will ONLY be used for emergency situations and campus closure<br />

information.<br />

All information from Nixle is sent to your mobile phone (via text) and to<br />

your email account.<br />

How to Register for Nixle:<br />

Log on to www.nixle.com<br />

Click on “SIGN UP NOW”<br />

Enter in the required information and click on “I accept, Sign me up”<br />

Closures Due to Adverse Weather or Catastrophic Events<br />

In the event that classes are canceled or campus is closed due to adverse weather<br />

or catastrophic events, notifications will be made through the following means:<br />

Nixle - emergency communication system<br />

Posted on the FRC website at www.frc.edu<br />

Message on campus voicemail: 530-283-0202<br />

Local radio stations announcements: KNLF, KTOR, KJDX/KSUE, KQNY<br />

Email to all students through FRC email account<br />

Decisions to close are usually made by 7:00am. If the college opens for the<br />

morning but weather worsens, closure decisions will be made by 1:00pm. with<br />

notifications immediately following the decision.<br />

Posting Information on Campus<br />

Bulletin boards are provided at convenient locations on campus for<br />

posting materials to promote events and activities.<br />

All materials displayed on a bulletin board shall clearly indicate the author<br />

or agency responsible for its production, and shall be approved and dated<br />

with a removal date by the Chief <strong>Student</strong> Services Office.<br />

Postings may be put up with tacks or tape, but not staples.<br />

Materials may not be posted on windows or glass doors, on the side of<br />

buildings walls, doors, posts, trees and fences.<br />

The parties responsible for the posting must remove it as soon as<br />

possible according to the removal date.<br />

Postings may be denied at the discretion of the Chief <strong>Student</strong> Services Office,<br />

particularly when they may be in violation of policy.<br />

Transportation Information<br />

Parking and Traffic Regulations<br />

FRC enforces traffic and parking regulations on campus by the authority granted in<br />

Section 21113 of the California Vehicle Code. Enforcement is under the<br />

jurisdiction of FRC and the California Highway Patrol. Violators may receive<br />

citations from these agencies.<br />

Parking Permits:<br />

<strong>Student</strong>s using any FRC campus parking facility must pay a parking fee at<br />

the time of registration.<br />

The fee is $20 per semester and a parking sticker is issued.<br />

The sticker must be displayed in the lower left hand corner of your vehicle<br />

windshield.<br />

Parking Regulations:<br />

You are allowed to park only in designated parking areas inside the lower<br />

campus parking lots.<br />

You may park between the hours of 6:00am and 10:00pm (hours are<br />

extended only for special college sanctioned activities).<br />

You must adhere to all traffic signs and posted speed limits; maximum<br />

speed is 15 mph.<br />

You are allowed to drop people off at the top of campus; this does not<br />

mean you can park to check your mail, visit an instructor, pick up a<br />

paycheck, etc.<br />

Parking at FRC is at your own risk. You are encouraged to lock your<br />

vehicle while it is unattended. FRC assumes no liability for damage or<br />

theft of vehicles or their contents.<br />

Disabled <strong>Student</strong> Parking:<br />

If you possess a disabled permit/plate issued by the Department of Motor<br />

Vehicles, you may park in the designated blue placard parking spaces on<br />

campus. Please remember that you may not park in spaces reserved for<br />

wheelchair-only parking unless your permit designates this type of<br />

parking.<br />

Your disabled permit must be clearly displayed in your vehicle.<br />

You must also purchase and properly display an FRC parking permit.<br />

The CHP routinely patrols disabled parking spaces on campus and may<br />

require proof of disability, so carry a copy in your vehicle at all times. FRC<br />

does not intervene in this process on your behalf.<br />

Although FRC meets State of California requirements for the number of disabled<br />

parking spaces, the available of these spaces may be insufficient at various times<br />

of the day. <strong>Student</strong>s who can arrange to be dropped off at the upper campus are<br />

encouraged to do so. DSPS also provides rides to the upper campus for disabled<br />

students. Contact that office to make on campus transportation arrangements, if<br />

necessary.<br />

Visitor Parking:<br />

Visitor parking is for people visiting campus. It is not for students to<br />

conduct business on the upper campus.<br />

Visitor parking is limited to 15 minutes without a permit.<br />

Visitor Parking Permits can be obtained from the campus switchboard<br />

operator.<br />

Bicycles, Motorcycles, Skateboards and other Modes of Transportation:<br />

Bicycles must be parked in the racks located throughout the campus.<br />

Bicycles, motorcycles, skateboards, roller-skates, rollerblades, and similar<br />

modes of transportation (except wheelchairs) are prohibited in buildings<br />

and may not be ridden on campus paths, walkways, and grassy areas.<br />

Citations Are Issued If:<br />

A valid parking permit is not displayed in the lower left hand corner of your<br />

vehicle windshield.<br />

You park in any unauthorized area; this includes double parking and<br />

parking along the creek or any grassy area.<br />

You park in visitor parking.<br />

You park in blue placard spaces designated for persons with disabilities.<br />

Your vehicle is left parked for more than 72 hours; it will be cited as


abandoned and towed at your expense.<br />

Bicycles or motorcycles are parked in restricted areas.<br />

Citations issued by FRC may be contested within 30 days from the date of<br />

issuance. Contact the Director of Facilities, ext. 259, for the policy and procedure<br />

for contesting citations.<br />

Plumas Transit Systems (bus service): 530-283-2538<br />

All students enrolled at FRC are entitled to unlimited bus service within<br />

Plumas County through Plumas Transit Systems.<br />

Plumas Transit includes round trip bus routes Monday - Friday between<br />

Chester and Quincy, Portola and Quincy, and within the local Quincy<br />

Area.<br />

<strong>Student</strong> Rights and Responsibilities<br />

Alcohol and Illegal Drugs<br />

<strong>Feather</strong> <strong>River</strong> <strong>College</strong> is a Drug-Free campus and you are hereby notified that the<br />

unlawful manufacture, distribution, dispensation, possession, or use of a controlled<br />

substance, as defined in Schedules I-V of section 202 of the Controlled<br />

Substances Act (231 U.S.C.812) , or unlawful use of alcohol, is prohibited on<br />

Campus and at <strong>College</strong>-sponsored activities.<br />

You are further notified that as a condition of your continued enrollment, you are<br />

expected to abide by the terms of this policy statement, and must notify the District<br />

of any criminal drug or alcohol conviction (including a plea of nolo contendere),<br />

occurring on the Campus or at a <strong>College</strong> sponsored activity. Said notice shall be<br />

delivered to the Superintendent/President /Designee no later than five (5) days<br />

after such conviction. Once said notice is delivered, the District will then have the<br />

responsibility to notify the federal contractor or agencies within 10 days of receiving<br />

notice of such conviction.<br />

The District will then take appropriate action to provide support or additional<br />

corrective actions, from counseling or referral and treatment up to<br />

dismissal/expulsion for any student found to have violated the provisions of this<br />

statement.<br />

If you violate this policy, you will be subject to disciplinary action, which may<br />

include referral to an appropriate rehabilitation program, suspension, demotion,<br />

expulsion, or dismissal. You may also become ineligible for financial aid. FRC<br />

offers students assistance and referrals in conjunction with and in furtherance of its<br />

drug-free policy<br />

Animals on Campus<br />

Pets or dogs are not allowed on the campus. Exception is made for<br />

specially trained service animals or for animals participating in a college<br />

approved instructional activity with written permission from the <strong>College</strong><br />

administration.<br />

Horses are not allowed on lawns or athletic fields unless the horse is<br />

participating in a college approved instructional activity with the<br />

permission from the Director of Facilities.<br />

Damage caused by unauthorized activity of an animal on campus is the<br />

responsibility of the rider or individual in control of the animal.<br />

To promote the comfort, health, and well being of all students, staff, and visitors,<br />

ACHIEVING ACADEMIC SUCCESS<br />

Academic Advising<br />

Academic advisors will assist you in identifying your education and career goals,<br />

developing a schedule of classes, and establishing an individualized <strong>Student</strong><br />

Education Plan (SEP). They will provide you with discipline-specific information<br />

that includes the sequence of courses necessary for graduation or transfer as well<br />

as information on career and employment. Assessment scores and school<br />

transcripts are necessary for your first advising appointments.<br />

Once you have completed 15 units of college credit you are required to have a<br />

completed SEP on file, which should be updated every semester. If you are a<br />

student athlete and/or receive financial aid, you must have an SEP on file to<br />

maintain eligibility. Academic Advisors monitor your progress on an ongoing<br />

basis.<br />

Academic Advising for <strong>Student</strong> Athletes<br />

If you are a student athlete, academic advisors will provide you with discipline<br />

specific information that includes the sequence of courses necessary for<br />

graduation or transfer. They will also assist in providing a clear outlook of career<br />

and employment opportunities in your major or interest area. Once you have<br />

completed 15 units of college credit you are required to have a completed <strong>Student</strong><br />

Education Plan (SEP) on file for your declared major to maintain eligibility. The<br />

SEP should be updated every semester.<br />

Since most student athletes are uncertain of their transfer destination until their<br />

final semester of attendance, advising concerning course selection is critical. If you<br />

are prepared for college level coursework during your first semester, advising will<br />

focus on a transferrable transcript to a wide variety of colleges and universities.<br />

Academic advisors work closing with coaches and the Athletic Department<br />

regarding NCAA I, NCAA II and NAIA transfer eligibility requirements.<br />

What is a <strong>Student</strong> Education Plan?<br />

It is a plan you develop in cooperation with an academic advisor describing<br />

your academic and career related goals.<br />

The plan includes setting up a list of classes needed each semester in order<br />

to meet your career, degree, and/or transfer goal.<br />

The plan also includes referrals to college services, if necessary, to assist<br />

you in meeting your goals.<br />

Who needs to make a <strong>Student</strong> Education Plan?<br />

Everyone should make an education plan.<br />

The plan helps clarify your reason for attending FRC and sets the path for<br />

meeting intended goals.<br />

Why is it important to make a <strong>Student</strong> Education Plan?<br />

It helps avoid wasting time and money on taking unnecessary courses.<br />

It helps in choosing the right courses for transfer and make transferring to<br />

another college less of a hassle.<br />

It helps in planning, evaluating and selecting a career that will be right for<br />

you.<br />

Remember, any plan you make now is NOT carved in stone;<br />

it can be changed and modified as your goals change.<br />

Satisfactory Academic Progress<br />

You are considered to be maintaining satisfactory progress when your grade point<br />

average (GPA) is 2.0 or higher. Special satisfactory progress requirements exist if<br />

you are a financial aid recipient, EOPS student, veteran, and/or student athlete. It<br />

is your responsibility to understand and maintain all course and academic<br />

requirements that pertain to you.<br />

Probation, Dismissal and Appeals<br />

If you have not maintained satisfactory academic progress, you will receive a letter<br />

notifying you of your probation or dismissal status. Due process is available.<br />

Consult the 2010-2012 FRC <strong>College</strong> Catalog (pgs. 67-70) for details regarding<br />

standards for probation and dismissal and due process policy and procedure.<br />

<strong>Student</strong> Intervention Committee (SIC)<br />

The role of the <strong>Student</strong> Intervention Committee is to help students who are<br />

experiencing academic and non-academic difficulties. The committee includes<br />

faculty members, advisors, student services staff, and coaches. Using an Early<br />

Alert process, instructors or staff members refer students who are facing issues<br />

such as poor grades, non-attendance, illness, family emergency, emotional<br />

difficulties, a disability, or financial problems.<br />

If you are referred to this committee, you will be contacted by a committee member<br />

who will work to connect you with campus services and resources. They may also<br />

refer you to community agencies to help with non-academic challenges you might<br />

be facing. The goal is to help you remain in school and succeed.<br />

Enrollment & Academic Requirements<br />

Below are major enrollment and academic procedures and requirements. It is<br />

important to understand and carry out these procedures and requirements to<br />

ensure academic success.<br />

Adding Classes<br />

You may add classes to their semester class schedule by the deadlines<br />

published in the Academic Calendar.<br />

You may add classes through your <strong>Student</strong> Portal (MyFRC).<br />

You should speak with your Academic Advisor to ensure that the classes<br />

meet your academic goal.<br />

Dropping Classes<br />

There are two dates for dropping classes (see the Academic Calendar).<br />

Classes dropped by the first date will not be recorded on your transcript.<br />

Classes dropped by the second date appear as a “W” on your transcript<br />

indicating official withdrawal from the course.<br />

You may drop classes through your <strong>Student</strong> Portal (MyFRC).<br />

You should speak with your Academic Advisor before dropping a class.<br />

Withdrawal from <strong>College</strong><br />

To officially withdraw from all college classes prior to the end of a semester,<br />

you must complete an Official Withdrawal form.<br />

All college property (i.e. books and equipment) must be returned and any<br />

outstanding financial obligation to the college must be paid before your FRC<br />

transcripts will be released.<br />

IMPORTANT! Ceasing to attend classes does not constitute official withdrawal.<br />

Failure to officially withdraw from classes following the procedure outlined above<br />

may result in “FW” grade being recorded on college transcripts, which is equivalent<br />

to an “F.”<br />

Military Withdrawal from <strong>College</strong><br />

If you are a member of an active or reserve U.S. military service and receive orders<br />

compelling a withdrawal from courses, you may withdraw at any time during the


semester and qualify for full refund of enrollment fees for any classes for which<br />

academic credit has not been awarded. You must complete an Official Withdrawal<br />

form and must verify your military orders.<br />

Class Attendance - Regular attendance promotes success!<br />

You are expected to attend all sessions of each class in which you are<br />

enrolled.<br />

If you do not attend the first two meetings of any class in which you are<br />

enrolled without prior notification to the instructor, you may be dropped<br />

without notice.<br />

Instructors set an attendance policy for each class and have the option of<br />

including attendance as a grading criterion.<br />

It is your responsibility to know and comply with class attendance policies.<br />

Absence Due to Illness<br />

You should notify your instructors if you are unable to attend classes due to<br />

illness.<br />

It is your responsibility to make arrangements with your instructors to<br />

complete missed coursework.<br />

Limitation of Course Load<br />

You may enroll for a maximum of 19 units per semester.<br />

To exceed this maximum, you must obtain the prior approval of the Chief<br />

<strong>Student</strong> Services Officer by completing the Petition to Enrollment in More<br />

Than 19 Units form.<br />

This form is available online at http://www.frc.edu/admissionsandrecords/.<br />

Submit the completed form to the <strong>Student</strong> Services Office.<br />

Overlapping Classes<br />

You may not enroll in classes or labs that have overlapping meeting times.<br />

Requests for exemptions to this rule must be submitted on the Overlapping<br />

Classes form to the instructors involved and to the Chief Instructional<br />

Officer.<br />

Course Repetition<br />

You are permitted to repeat a course when:<br />

The course in question may be repeated for credit.<br />

See your academic advisor for details.<br />

A substandard grade (D, F, W, NP) has been received.<br />

The new grade will be used in grade point calculation and considerations<br />

associated with the awarding of certificates or degrees. The previously<br />

recorded grade will remain legible on permanent records.<br />

Under special circumstances in which a C or better grade was earned.<br />

Special circumstances may include a long lapse between the time the<br />

class was first taken and the present, or the need to achieve a higher<br />

grade to qualify for entrance into a program. The new grade will be noted<br />

on permanent records. The originally recorded grade will be used to<br />

calculate grade point average and in considerations associated with the<br />

awarding of certificates or degrees.<br />

<strong>Student</strong>s wishing to repeat a course under these provisions must file a<br />

Petition to Repeat a Course with the Admissions and Records office prior to<br />

enrollment.<br />

Independent and Directed Study<br />

Independent Study is designed for students who, due to special<br />

circumstances, cannot attend a class as regularly scheduled.<br />

Directed Study is designed for students who wish to take additional<br />

coursework in a field of study after having completed the sufficient courses<br />

within that field of study as determined by the faculty member in the<br />

discipline and approved by the Chief Instruction Officer.<br />

You must petition for independent and directed study courses by meeting<br />

collaboratively with the instructor of the course to complete a study contract.<br />

The instructor will forward the contract to the Instruction Office for approval<br />

and the assignment of a course registration number (CRN).<br />

The instructor will contact you when approve has been obtained.<br />

Once approval has been obtained, you can then enroll in the course<br />

through the <strong>Student</strong> Portal (MyFRC).<br />

Grading System and Structure<br />

At the beginning of each course, your instructors will outline their course<br />

objectives and explain the basis upon which grades will be determined.<br />

Evaluation of your achievement in each course will be made in relation to<br />

your attainment of those course objectives.<br />

Semester grades are usually posted by individual instructors within a week<br />

following final exams. You may check your grades on the <strong>Student</strong> Portal<br />

(MyFRC).<br />

The determination of your grade by the instructor shall be final in the<br />

absence of mistake, fraud, bad faith, or incompetence (Education Code, Section<br />

76224)<br />

If you want to challenge or appeal a grade, it must be done through the


<strong>Student</strong> Rights and Grievances procedure (AP5530) as outlined in the<br />

<strong>Student</strong> Rights and Responsibilities <strong>Handbook</strong>, which is available on line at<br />

www.frc.edu/studentservices/. The challenge of a grade needs to be made<br />

within one year of receipt of the grade.<br />

<strong>Student</strong>s who do not wish to receive a letter grade may enroll in 3 units (or in one<br />

class exceeding 3 units) per semester on a Pass / No Pass basis.<br />

P = Credit will be awarded for work equivalent to a grade of “C” or better<br />

NP = No Credit will be given for “D” or “F” work.<br />

Courses in your major may not be taken on a P/NP basis.<br />

A maximum of 12 units of P/NP grades may be applied toward<br />

completion of the Associate Degree.<br />

Courses with P/NP grades may not be accepted by transfer institutions.<br />

P/NP grades are not computed in the GPA calculation, but a NP grade<br />

will record as units attempted in determining progress probation and<br />

dismissal.<br />

Once the P/NP change is filed, the designation may not be converted to<br />

a letter grade.<br />

You can file for P/NP through the <strong>Student</strong> Portal. Click on the “<strong>Student</strong>” tab,<br />

“Registration,” and “Change Class Options.” You must file by the deadline<br />

listed in the Academic Calendar.<br />

Incomplete Grades<br />

An incomplete grade of “I” may be given in the event of an unforeseen emergency<br />

or justifiable reason if you cannot complete all requirements of a course in the<br />

designated time period.<br />

You can request an incomplete grade by submitting a Request for<br />

Incomplete Grade form with Admissions and Records. This form is a<br />

contract between you and your instructor that outlines the conditions you<br />

must meet to receive a final grade and a deadline for completion. The form<br />

is kept on file in the Admissions and Records Office.<br />

An incomplete grade should be made up by the date designated by the<br />

instructor, but in no case later than one year from the end of the semester<br />

during which the agreement was filed.<br />

If the conditions of the request are not met within one year, the “I” grade will<br />

be changed to the grade indicated by the instructor on the form, or an “F”<br />

grade will be recorded if the instructor has not indicated otherwise.<br />

When coursework has been completed, the instructor will assign the<br />

appropriate grade on a Request for Grade Change form and submit it to the<br />

Admissions and Records Office. The incomplete grade will be replaced with<br />

the appropriate final grade and will be recorded on your transcript.<br />

Transcripts<br />

Transcripts reflect the official grade for all courses you have taken at FRC. Official<br />

transcripts may be requested from Admissions and Records or through the <strong>Student</strong><br />

Portal (MyFRC). Transcripts will not be released until all college property is<br />

returned and outstanding debts paid.<br />

Official Transcript requests may be made by:<br />

Using the <strong>Student</strong> Portal “request printed transcripts.”<br />

Downloading a Transcript Request form from www.frc.edu and submitting it<br />

to Admissions and Records.<br />

Completing a Transcript Request form in Admission and Records.<br />

Fees for Official Transcripts:<br />

The first two official transcripts are free (does not apply to Rush or Faxed<br />

transcripts).<br />

Additional transcripts cost $5.00 each.<br />

Rush or Faxed transcripts (available next working day) cost $10.00 each.<br />

Unofficial Transcripts can be viewed and printed through the <strong>Student</strong> Portal<br />

(MyFRC). Faxed transcripts are also considered unofficial.<br />

<strong>Student</strong> Records and Privacy<br />

All student records are maintained at the Admissions and Records Office in<br />

accordance with the provisions of the Family Educational Rights and Privacy Act of<br />

1974 (FERPA). Copies of FERPA are available at the Admissions and Records<br />

Office. All rights apply equally to currently enrolled and former students.<br />

Right to Review and Challenge<br />

You have the right to inspect, review and challenge the contents of all educational<br />

records related to you. If you wish to inspect or challenge your records, you must<br />

make a request in writing to the Chief Instruction Officer.<br />

Privacy Rights of <strong>Student</strong>s<br />

Your education records will not be released to any individual or agency without<br />

your written consent; the following exceptions apply:<br />

Your education records are open to <strong>College</strong> employees acting in the<br />

course of their duties and to state and federal officials as defined in<br />

Section 54618 of the California Administrative Code.<br />

The <strong>College</strong> may grant access to your education records for emergency<br />

purposes and for court orders as permitted in Sections 54620 and<br />

54622 of the California Administrative Code.<br />

The <strong>College</strong> may release certain “directory information” unless you<br />

inform the Admissions and Records Office within 10 days after classes<br />

begin that certain, or all of such, information cannot be released without<br />

your consent.<br />

<strong>Student</strong> Directory Information<br />

Directory information is information contained in an education record that would not<br />

generally be considered harmful or an invasion of privacy if disclosed. It includes,<br />

but is not limited to: your name, address, telephone listing, participation in officially<br />

recognized activities and sports, weight and height if a member of an athletic team,<br />

degrees, honors and awards received, and the most recent educational agency or<br />

institution attended.<br />

The primary purpose of the FRC Bookstore is to provide textbooks, reference<br />

books, and supplies for all classes at the best pricing possible.<br />

In addition, the Bookstore sells emblematic apparel, backpacks, greeting cards,<br />

snack foods, and gift items unique to the FRC campus. Services include ordering<br />

of paperback books, limited check cashing, a textbook buyback program held twice<br />

A Safety Officer is available to help provide a safe and secure environment for all<br />

members of the college community. However, it is the policy of <strong>Feather</strong> <strong>River</strong><br />

<strong>College</strong> that individuals have primary responsibility for taking care of their<br />

Office by dialing 911.<br />

Criminal actions occurring on campus are reported immediately and directly by<br />

campus authorities to the Plumas County Sheriff’s Office. Investigation and any<br />

subsequent action on reports of campus crime will be handled as required by law<br />

and the relevant local law enforcement agency. The <strong>College</strong> may elect to pursue<br />

administrative and/or disciplinary action consistent with Board Policies, Education<br />

Code and/or Penal Code against students who are found guilty of crimes<br />

committed on campus or at college events.<br />

The campus is secured at the end of each day or evening session by FRC<br />

maintenance personnel, and is covered by a 24-hour-a-day security alarm for<br />

automatic response, which notifies the local law enforcement personnel.<br />

WorkAbility III is a joint program of FRC and the Department of Rehabilitation<br />

designed to increase employment opportunities for adults with disabilities. The<br />

program provides comprehensive pre-employment assessment, training, and<br />

assistance for people with special needs who are making the transition from school<br />

to work, or from one line of work to another. All FRC students who qualify for<br />

Department of Rehabilitation services may participate in the program.<br />

Distance Education/Online Courses<br />

FRC offers several courses online through a teleconferencing system and by<br />

correspondence. Most of the courses are taught through the Internet. Some are<br />

“hybrid” courses, which mean they are taught through a combination of face-to-face<br />

instruction and distance education delivery.<br />

Online courses may be delivered through the <strong>Feather</strong> <strong>River</strong> <strong>College</strong> web site for<br />

distance education at www.frc-online.com, or through a web site provided by the<br />

company that supplies the textbook for your course. Contact your instructor for<br />

information. Your instructor’s email address is: the first initial of their first name,<br />

plus their last name, plus @frc.edu, i.e. mjones@frc.edu for Mary Jones.<br />

Should I Take A Distance Education Course?<br />

There are two main issues to consider. First, do you have the skills and<br />

technology needed to handle the way the course is being delivered? Although<br />

minimal computer and internet experience is needed for most online courses, you<br />

will need to be comfortable with basic tasks like sending emails and email<br />

attachments, browsing the internet, and downloading files. You’ll also need to know<br />

how to use a word processor (like Microsoft Word) and possibly other programs<br />

depending on the course. Of course, you will need access to a computer and a<br />

reliable internet connection.<br />

Second, will you have the time and focus to complete a distance education<br />

courses? Distance education courses can be more time consuming than regular<br />

courses, and you may have distractions or responsibilities at home. Will you<br />

regularly have a block of time at home to keep up with your course? Do you have<br />

the personal discipline and motivation to do the work at home?<br />

Tips for Online Course Success:<br />

Do not underestimate the time required to successfully complete a distance<br />

education course. The advantage of distance education courses is in your ability to<br />

schedule when and where you do the work, not having less work.<br />

Obtain the assignments and due dates, and get started as soon as possible.<br />

Plan regular times when you will work on your assignments, keeping in mind typical<br />

The FRC Financial Aid Office assists students in obtaining funds to help meet<br />

educational and living expenses while attending college.<br />

How Do I Apply?<br />

1. Complete the FAFSA (Free Application for Federal <strong>Student</strong> Aid) on line at<br />

www.FAFSA.gov<br />

2. Once the Financial Aid Office receives the electronically processed financial<br />

aid application from the federal processing center, it will be evaluated. The<br />

Financial Aid Office will construct a preliminary financial aid package and it will<br />

be sent to you. This package will include a preliminary award letter and will<br />

also request additional supporting documentation.<br />

3. You can print out the required forms and check the status of your financial aid<br />

Health Services<br />

<strong>Feather</strong> <strong>River</strong> <strong>College</strong> provides health services to all its students through an<br />

arrangement with the Plumas County Public Health Agency (PCPHA). This agency<br />

is not a full scope medical clinic but provides family planning, physical assessment,<br />

referral, counseling, and health education. All services are provided by a licensed<br />

health care provider who is a staff member or subcontractor of PCPHA.<br />

Services include:<br />

Pregnancy testing, family planning, and referral as indicated.<br />

HIV antibody testing, counseling, and education and referral as needed.<br />

Assessment and referral to community health care providers or hospital<br />

emergency room as needed. Primary or emergent care for issues not in this<br />

list, including chronic pain or chronic medical case management, is not<br />

provided.<br />

Immunizations for FRC students who qualify for the Vaccines for Children<br />

program.<br />

TB skin testing.<br />

Assessment of health risk behavior, counseling, intervention and/or referral<br />

as needed.<br />

coverage in the event of an injury occurring in the course of a college class or<br />

activity. All such accidents should be reported immediately to the instructor in<br />

charge of the class or activity, Athletic Trainer, or the Human Resources Office. It<br />

is the student’s responsibility to file any insurance claims with their primary<br />

carrier, then with the secondary accident insurance. Claim forms, and<br />

English as a Second Language (ESL):<br />

Instruction in the principles and usage of the English language is provided for<br />

second language learners. The ESL Instructional Assistant is available to<br />

help students communicate with instructors and staff, build study skills, and<br />

All students at the college are automatically members of the ASFRC, are invited to<br />

all ASFRC activities, and are encouraged to attend the open ASFRC meetings (the<br />

meeting schedule is posted at the ASFRC office).<br />

<strong>Student</strong> Representation<br />

The student body is organized into a self-governing body known as the<br />

Associated <strong>Student</strong>s of <strong>Feather</strong> <strong>River</strong> <strong>College</strong>, or ASFRC. This body is an<br />

integral part of the college community that is recognized by the<br />

Superintendent/President and the Board of Trustees of the District, and functions<br />

under the Associated <strong>Student</strong>s Constitution; copies are available at the AS Office.<br />

Associate <strong>Student</strong> elections for executive officers are traditionally held in the<br />

spring, with supplemental elections for senators and committee representatives in<br />

the fall.<br />

The ASFRC is an important component of the college’s shared governance<br />

structure. Under shared governance, members of the different groups that makeup<br />

the college community—students, classified staff, faculty, and administrators—are<br />

involved through campus committees in the process by which policies are made<br />

and college actions are determined. AS officers serve on these committees and<br />

are responsible for bringing committee information back to the AS government<br />

meetings for input.


<strong>Student</strong> Activities<br />

ASFRC sponsors a variety of extra and cocurricular<br />

activities designed to reflect the<br />

interests of a diverse student population. The<br />

ASFRC organization plans entertaining and<br />

educational events such as cultural and<br />

social awareness programs, special topic<br />

presentations, dances, dinners, concerts and<br />

recreational activities.<br />

<strong>Student</strong> Clubs<br />

<strong>Student</strong> clubs are open to all students and provide an opportunity to pursue special<br />

interests with those who share them. Clubs vary from year to year depending on<br />

student interests and their formation is actively encouraged. Clubs are required to<br />

have a club advisor (usually an FRC faculty or staff member), and must file for a<br />

club charter with the Associate <strong>Student</strong>s. At least one club member is expected to<br />

attend ASFRC meetings on a regular basis to promote cooperative and<br />

coordinated activity planning among the various campus organizations. ASFRC is<br />

proud to support the various student clubs to help students get the most out of their<br />

college experience.<br />

and entrepreneurship along with ethics and personal success skills.<br />

<strong>Feather</strong> <strong>River</strong> Outings Group (FROG) : Our mission is to<br />

provide the FRC community with a variety of outdoor adventures<br />

and activities that offer a fun experience for participants and a<br />

unique experiential learning environment for aspiring outdoor<br />

leaders. Events and activities include rafting, canoeing, rock climbing, skiing/snow<br />

boarding, hiking, film presentations …and more.<br />

The <strong>Student</strong> Lounge, located in the lower<br />

level of the Campus Center, is a place<br />

stations that allow unrestricted wireless<br />

managed by FRC. The student exclusive,<br />

two-story apartment buildings are located a<br />

short, five-minute walk from campus. Onebedroom<br />

units shared by two students or<br />

two-bedroom units shared by four students<br />

are available. Co-ed apartment sharing is<br />

not allowed. All the apartments feature onebathroom,<br />

a kitchen area, living room, dining area, utilities, Direct TV service, one<br />

bed per student, and private outside entrances.<br />

Act, Age Discrimination in Employment Act of 1967, does not discriminate on the<br />

basis of race, color, national origin, religion, sex, disability, lack of English language<br />

or age in any of its policies, procedures and practices; nor does the District, in<br />

Sexual Harassment: It is the policy of the FRCCD to provide an environment free<br />

of unlawful discrimination in its programs, activities, and work environment. Sexual<br />

harassment is a form of unlawful sexual discrimination and will not be tolerated by<br />

the District. Sexual harassment includes, but is not limited to, any unwelcome<br />

sexual advances, requests for sexual favors, and any other verbal, visual, or<br />

physical conduct of a sexual nature, made by someone from or in the work or<br />

educational environment which offends, causes discomfort or humiliation, or<br />

interferes with job or academic performance.<br />

Disabled <strong>Student</strong>s: In compliance with AB 77, establishing Disabled <strong>Student</strong><br />

Services in California Community <strong>College</strong>s, Section 504 of the Rehabilitation Act,<br />

the amended Disabilities Act, and Title V of the California Education Code, FRC<br />

has developed an office of Disabled <strong>Student</strong> Programs and Services (DSPS). FRC<br />

encourages mainstreaming of disabled students into regular classes. The college<br />

offers support services to make the college accessible. <strong>Student</strong>s who find that a<br />

class is not accessible should contact the DSPS office for assistance. The center’s<br />

services may include readers, notetakers, interpreters, mobility aides, disability<br />

management counseling, and peer counseling. Braille Tests, taped tests and other<br />

equipment may be available.<br />
