Posting Information on Campus
Bulletin boards are provided at convenient locations on campus for
posting materials to promote events and activities.
All materials displayed on a bulletin board shall clearly indicate the author
or agency responsible for its production, and shall be approved and dated
with a removal date by the Chief Student Services Office.
Postings may be put up with tacks or tape, but not staples.
Materials may not be posted on windows or glass doors, on the side of
buildings walls, doors, posts, trees and fences.
The parties responsible for the posting must remove it as soon as
possible according to the removal date.
Postings may be denied at the discretion of the Chief Student Services Office,
particularly when they may be in violation of policy.
Transportation Information
Parking and Traffic Regulations
FRC enforces traffic and parking regulations on campus by the authority granted in
Section 21113 of the California Vehicle Code. Enforcement is under the
jurisdiction of FRC and the California Highway Patrol. Violators may receive
citations from these agencies.
Parking Permits:
Students using any FRC campus parking facility must pay a parking fee at
the time of registration.
The fee is $20 per semester and a parking sticker is issued.
The sticker must be displayed in the lower left hand corner of your vehicle
windshield.
Parking Regulations:
You are allowed to park only in designated parking areas inside the lower
campus parking lots.
You may park between the hours of 6:00am and 10:00pm (hours are
extended only for special college sanctioned activities).
You must adhere to all traffic signs and posted speed limits; maximum
speed is 15 mph.
You are allowed to drop people off at the top of campus; this does not
mean you can park to check your mail, visit an instructor, pick up a
paycheck, etc.
Parking at FRC is at your own risk. You are encouraged to lock your
11
12
vehicle while it is unattended. FRC assumes no liability for damage or
theft of vehicles or their contents.
Disabled Student Parking:
If you possess a disabled permit/plate issued by the Department of Motor
Vehicles, you may park in the designated blue placard parking spaces on
campus. Please remember that you may not park in spaces reserved for
wheelchair-only parking unless your permit designates this type of
parking.
Your disabled permit must be clearly displayed in your vehicle.
You must also purchase and properly display an FRC parking permit.
The CHP routinely patrols disabled parking spaces on campus and may
require proof of disability, so carry a copy in your vehicle at all times. FRC
does not intervene in this process on your behalf.
Although FRC meets State of California requirements for the number of disabled
parking spaces, the available of these spaces may be insufficient at various times
of the day. Students who can arrange to be dropped off at the upper campus are
encouraged to do so. DSPS also provides rides to the upper campus for disabled
students. Contact that office to make on campus transportation arrangements, if
necessary.
Visitor Parking:
Visitor parking is for people visiting campus. It is not for students to
conduct business on the upper campus.
Visitor parking is limited to 15 minutes without a permit.
Visitor Parking Permits can be obtained from the campus switchboard
operator.
Bicycles, Motorcycles, Skateboards and other Modes of Transportation:
Bicycles must be parked in the racks located throughout the campus.
Bicycles, motorcycles, skateboards, roller-skates, rollerblades, and similar
modes of transportation (except wheelchairs) are prohibited in buildings
and may not be ridden on campus paths, walkways, and grassy areas.
Citations Are Issued If:
A valid parking permit is not displayed in the lower left hand corner of your
vehicle windshield.
You park in any unauthorized area; this includes double parking and
parking along the creek or any grassy area.
You park in visitor parking.
You park in blue placard spaces designated for persons with disabilities.
Your vehicle is left parked for more than 72 hours; it will be cited as
abandoned and towed at your expense.
Bicycles or motorcycles are parked in restricted areas.
Citations issued by FRC may be contested within 30 days from the date of
issuance. Contact the Director of Facilities, ext. 259, for the policy and procedure
for contesting citations.
Plumas Transit Systems (bus service): 530-283-2538
All students enrolled at FRC are entitled to unlimited bus service within
Plumas County through Plumas Transit Systems.
Plumas Transit includes round trip bus routes Monday - Friday between
Area.
The FRC pick-up location is in the lower parking lot by the MPB.
ACHIEVING ACADEMIC SUCCESS
Academic Advising
Academic advisors will assist you in identifying your education and career goals,
developing a schedule of classes, and establishing an individualized Student
Education Plan (SEP). They will provide you with discipline-specific information
that includes the sequence of courses necessary for graduation or transfer as well
as information on career and employment. Assessment scores and school
transcripts are necessary for your first advising appointments.
Once you have completed 15 units of college credit you are required to have a
completed SEP on file, which should be updated every semester. If you are a
student athlete and/or receive financial aid, you must have an SEP on file to
maintain eligibility. Academic Advisors monitor your progress on an ongoing
basis.
Academic Advising for Student Athletes
If you are a student athlete, academic advisors will provide you with discipline
specific information that includes the sequence of courses necessary for
graduation or transfer. They will also assist in providing a clear outlook of career
and employment opportunities in your major or interest area. Once you have
completed 15 units of college credit you are required to have a completed Student
Education Plan (SEP) on file for your declared major to maintain eligibility. The
SEP should be updated every semester.
Since most student athletes are uncertain of their transfer destination until their
final semester of attendance, advising concerning course selection is critical. If you
are prepared for college level coursework during your first semester, advising will
focus on a transferrable transcript to a wide variety of colleges and universities.
Academic advisors work closing with coaches and the Athletic Department
regarding NCAA I, NCAA II and NAIA transfer eligibility requirements.
Student Responsibility for Programs and Classes
16
Final selection of classes and completion of program requirements are your
responsibility. FRC staff will make every effort to assist you in planning a
program of study to meet your academic goal.
You are responsible for maintaining standards of academic performance
established for each class in which you are enrolled.
Student Education Plan (SEP)
MAP OUT YOUR FUTURE!
What is a Student Education Plan?
It is a plan you develop in cooperation with an academic advisor describing
your academic and career related goals.
The plan includes setting up a list of classes needed each semester in order
to meet your career, degree, and/or transfer goal.
The plan also includes referrals to college services, if necessary, to assist
you in meeting your goals.
Who needs to make a Student Education Plan?
Everyone should make an education plan.
The plan helps clarify your reason for attending FRC and sets the path for
meeting intended goals.
Why is it important to make a Student Education Plan?
It helps avoid wasting time and money on taking unnecessary courses.
It helps in choosing the right courses for transfer and make transferring to
another college less of a hassle.
It helps in planning, evaluating and selecting a career that will be right for
you.
Remember, any plan you make now is NOT carved in stone;
it can be changed and modified as your goals change.
Satisfactory Academic Progress
You are considered to be maintaining satisfactory progress when your grade point
average (GPA) is 2.0 or higher. Special satisfactory progress requirements exist if
you are a financial aid recipient, EOPS student, veteran, and/or student athlete. It
is your responsibility to understand and maintain all course and academic
requirements that pertain to you.
17
Probation, Dismissal and Appeals
If you have not maintained satisfactory academic progress, you will receive a letter
notifying you of your probation or dismissal status. Due process is available.
Consult the 2010-2012 FRC College Catalog (pgs. 67-70) for details regarding
standards for probation and dismissal and due process policy and procedure.
Student Intervention Committee (SIC)
The role of the Student Intervention Committee is to help students who are
experiencing academic and non-academic difficulties. The committee includes
faculty members, advisors, student services staff, and coaches. Using an Early
Alert process, instructors or staff members refer students who are facing issues
such as poor grades, non-attendance, illness, family emergency, emotional
difficulties, a disability, or financial problems.
If you are referred to this committee, you will be contacted by a committee member
who will work to connect you with campus services and resources. They may also
refer you to community agencies to help with non-academic challenges you might
be facing. The goal is to help you remain in school and succeed.
Enrollment & Academic Requirements
Below are major enrollment and academic procedures and requirements. It is
important to understand and carry out these procedures and requirements to
ensure academic success.
Adding Classes
You may add classes to their semester class schedule by the deadlines
published in the Academic Calendar.
You may add classes through your Student Portal (MyFRC).
You should speak with your Academic Advisor to ensure that the classes
meet your academic goal.
Dropping Classes
There are two dates for dropping classes (see the Academic Calendar).
Classes dropped by the first date will not be recorded on your transcript.
Classes dropped by the second date appear as a “W” on your transcript
indicating official withdrawal from the course.
You may drop classes through your Student Portal (MyFRC).
You should speak with your Academic Advisor before dropping a class.
20
INSTRUCTORS DO NOT AUTOMATICALLY DROP STUDENTS WHO DO NOT
ATTEND CLASS. KNOW THE DEADLINES AND PROTECT YOUR GPA!
IF YOU NEED HELP, SEE YOUR ACADEMIC ADVISOR.
Withdrawal from College
To officially withdraw from all college classes prior to the end of a semester,
you must complete an Official Withdrawal form.
All college property (i.e. books and equipment) must be returned and any
outstanding financial obligation to the college must be paid before your FRC
transcripts will be released.
Official Withdrawal forms are available online at
http://www.frc.edu/admissionsandrecords/
IMPORTANT! Ceasing to attend classes does not constitute official withdrawal.
Failure to officially withdraw from classes following the procedure outlined above
may result in “FW” grade being recorded on college transcripts, which is equivalent
to an “F.”
Military Withdrawal from College
If you are a member of an active or reserve U.S. military service and receive orders
compelling a withdrawal from courses, you may withdraw at any time during the
semester and qualify for full refund of enrollment fees for any classes for which
academic credit has not been awarded. You must complete an Official Withdrawal
form and must verify your military orders.
Class Attendance - Regular attendance promotes success!
You are expected to attend all sessions of each class in which you are
enrolled.
If you do not attend the first two meetings of any class in which you are
enrolled without prior notification to the instructor, you may be dropped
without notice.
Instructors set an attendance policy for each class and have the option of
including attendance as a grading criterion.
It is your responsibility to know and comply with class attendance policies.
Absence Due to Illness
You should notify your instructors if you are unable to attend classes due to
illness.
It is your responsibility to make arrangements with your instructors to
complete missed coursework.
Limitation of Course Load
You may enroll for a maximum of 19 units per semester.
To exceed this maximum, you must obtain the prior approval of the Chief
Student Services Officer by completing the Petition to Enrollment in More
Than 19 Units form.
This form is available online at http://www.frc.edu/admissionsandrecords/.
Submit the completed form to the Student Services Office.
Overlapping Classes
You may not enroll in classes or labs that have overlapping meeting times.
Requests for exemptions to this rule must be submitted on the Overlapping
Classes form to the instructors involved and to the Chief Instructional
Officer.
Overlapping Classes forms are available online at
http://www.frc.edu/admissionsandrecords/.
Course Repetition
You are permitted to repeat a course when:
The course in question may be repeated for credit.
See your academic advisor for details.
A substandard grade (D, F, W, NP) has been received.
The new grade will be used in grade point calculation and considerations
21
22
associated with the awarding of certificates or degrees. The previously
recorded grade will remain legible on permanent records.
Under special circumstances in which a C or better grade was earned.
Special circumstances may include a long lapse between the time the
class was first taken and the present, or the need to achieve a higher
grade to qualify for entrance into a program. The new grade will be noted
on permanent records. The originally recorded grade will be used to
calculate grade point average and in considerations associated with the
awarding of certificates or degrees.
Students wishing to repeat a course under these provisions must file a
Petition to Repeat a Course with the Admissions and Records office prior to
enrollment.
Independent and Directed Study
Independent Study is designed for students who, due to special
circumstances, cannot attend a class as regularly scheduled.
Directed Study is designed for students who wish to take additional
coursework in a field of study after having completed the sufficient courses
within that field of study as determined by the faculty member in the
discipline and approved by the Chief Instruction Officer.
You must petition for independent and directed study courses by meeting
collaboratively with the instructor of the course to complete a study contract.
The instructor will forward the contract to the Instruction Office for approval
and the assignment of a course registration number (CRN).
The instructor will contact you when approve has been obtained.
Once approval has been obtained, you can then enroll in the course
through the Student Portal (MyFRC).
Grading System and Structure
At the beginning of each course, your instructors will outline their course
objectives and explain the basis upon which grades will be determined.
Evaluation of your achievement in each course will be made in relation to
your attainment of those course objectives.
Semester grades are usually posted by individual instructors within a week
following final exams. You may check your grades on the Student Portal
(MyFRC).
The determination of your grade by the instructor shall be final in the
absence of mistake, fraud, bad faith, or incompetence (Education Code, Section
76224)
If you want to challenge or appeal a grade, it must be done through the
Student Rights and Grievances procedure (AP5530) as outlined in the
Student Rights and Responsibilities Handbook, which is available on line at
www.frc.edu/studentservices/. The challenge of a grade needs to be made
within one year of receipt of the grade.
The FRC grading structure is as follows:
Grade Grade points per unit
A Excellent 4.0
A- 3.7
B+ Good 3.3
B 3.0
B- 2.7
C+ Satisfactory 2.3
C 2.0
D+ Passing 1.3
D 1.0
F Failing 0
FW Failing Withdrawal 0
Grade Point Average (GPA) Calculation
Your GPA is one measure of your academic success and can be calculated using
the following steps.
Step 1:
Write down the grade received and units earned for each course.
Check the chart above for the grade points assigned to each grade.
Multiply the earned units by the grade point.
Total the earned units and overall grade points
Course Grade Units x Grade Points Overall GPA
Engl 101 A- 3 3.7 11.1
Math 10 B- 4 2.7 10.8
Hist 108 C 3 2.0 6.0
HES 135 A 1 4.0 4.0
Humn 128 B 3 3.0 9.0
TOTAL 14 40.9
Step 2:
23
Divide the overall grade points by the units to determine the GPA for that individual
semester.
Overall Grade points Units = GPA
40.9 14 2.92
GPA is computed on an individual semester basis and on a cumulative basis that
includes all work completed at Feather River College. At the time of graduation,
grades received for college-level work at other institutions will be calculated and
included in an overall GPA.
For further assistance in calculating your GPA go to:
www.back2college.com/gpa.htm
The following designations are not included in computing grade point averages
(GPA), but may be used in determining progress probation and dismissal.
P Pass
NP No pass
I Incomplete
IP In progress (class extends beyond term)
RD Report delayed (instructor has not submitted grade)
W Withdrawal
Pass / No Pass
Students who do not wish to receive a letter grade may enroll in 3 units (or in one
class exceeding 3 units) per semester on a Pass / No Pass basis.
P = Credit will be awarded for work equivalent to a grade of “C” or better
NP = No Credit will be given for “D” or “F” work.
Courses in your major may not be taken on a P/NP basis.
A maximum of 12 units of P/NP grades may be applied toward
completion of the Associate Degree.
Courses with P/NP grades may not be accepted by transfer institutions.
P/NP grades are not computed in the GPA calculation, but a NP grade
will record as units attempted in determining progress probation and
dismissal.
Once the P/NP change is filed, the designation may not be converted to
a letter grade.
You can file for P/NP through the Student Portal. Click on the “Student” tab,
“Registration,” and “Change Class Options.” You must file by the deadline
listed in the Academic Calendar.
Incomplete Grades
24
An incomplete grade of “I” may be given in the event of an unforeseen emergency
or justifiable reason if you cannot complete all requirements of a course in the
designated time period.
You can request an incomplete grade by submitting a Request for
Incomplete Grade form with Admissions and Records. This form is a
contract between you and your instructor that outlines the conditions you
must meet to receive a final grade and a deadline for completion. The form
is kept on file in the Admissions and Records Office.
An incomplete grade should be made up by the date designated by the
instructor, but in no case later than one year from the end of the semester
during which the agreement was filed.
If the conditions of the request are not met within one year, the “I” grade will
be changed to the grade indicated by the instructor on the form, or an “F”
grade will be recorded if the instructor has not indicated otherwise.
When coursework has been completed, the instructor will assign the
appropriate grade on a Request for Grade Change form and submit it to the
Admissions and Records Office. The incomplete grade will be replaced with
the appropriate final grade and will be recorded on your transcript.
Transcripts
Transcripts reflect the official grade for all courses you have taken at FRC. Official
transcripts may be requested from Admissions and Records or through the Student
Portal (MyFRC). Transcripts will not be released until all college property is
returned and outstanding debts paid.
Official Transcript requests may be made by:
Using the Student Portal “request printed transcripts.”
Downloading a Transcript Request form from www.frc.edu and submitting it
to Admissions and Records.
Completing a Transcript Request form in Admission and Records.
Fees for Official Transcripts:
The first two official transcripts are free (does not apply to Rush or Faxed
transcripts).
Additional transcripts cost $5.00 each.
Rush or Faxed transcripts (available next working day) cost $10.00 each.
Unofficial Transcripts can be viewed and printed through the Student Portal
25
(MyFRC). Faxed transcripts are also considered unofficial.
Distance Education/Online Courses
FRC offers several courses online through a teleconferencing system and by
correspondence. Most of the courses are taught through the Internet. Some are
“hybrid” courses, which mean they are taught through a combination of face-to-face
instruction and distance education delivery.
Online courses may be delivered through the Feather River College web site for
distance education at www.frc-online.com, or through a web site provided by the
company that supplies the textbook for your course. Contact your instructor for
information. Your instructor’s email address is: the first initial of their first name,
plus their last name, plus @frc.edu, i.e. mjones@frc.edu for Mary Jones.
Should I Take A Distance Education Course?
There are two main issues to consider. First, do you have the skills and
technology needed to handle the way the course is being delivered? Although
minimal computer and internet experience is needed for most online courses, you
will need to be comfortable with basic tasks like sending emails and email
attachments, browsing the internet, and downloading files. You’ll also need to know
how to use a word processor (like Microsoft Word) and possibly other programs
depending on the course. Of course, you will need access to a computer and a
reliable internet connection.
Second, will you have the time and focus to complete a distance education
courses? Distance education courses can be more time consuming than regular
courses, and you may have distractions or responsibilities at home. Will you
regularly have a block of time at home to keep up with your course? Do you have
the personal discipline and motivation to do the work at home?
Tips for Online Course Success:
Do not underestimate the time required to successfully complete a distance
education course. The advantage of distance education courses is in your ability to
schedule when and where you do the work, not having less work.

Contact your instructor by email as soon as possible after you enroll in the course.
Obtain the assignments and due dates, and get started as soon as possible.
Plan regular times when you will work on your assignments, keeping in mind typical
distractions or responsibilities, and stick to your schedule.
Keep in touch with your instructor and the course activities. Check email and the
course web site at least once a day if possible.
32
Accessing Online Courses Through Moodle
From on campus: You can access your online course from campus computers by
clicking on the yellow star on the desktop, or by going to www.frc-online.com.
From off campus: You can access online course by going to the FRC homepage
(www.frc.edu) and clicking on the Moodle link on the right-hand side of the page.
Setting Up Your Moodle Account:
Once you access the main page for online courses using one of the methods
above:

Click on “create a new account” – it is on the upper right hand side of the
page.
For your Username we recommend that you use your FRC Network
Username.
Your Password must be at least 8 characters long, must have at least 1
digit, must have at least 1 upper case letter, 1 lower case letter and must
have at least 1 non-alphanumeric character such as ?,*,&, -, %.

You should use your FRC email in the boxes requesting an email address
because you cannot access non-FRC email accounts from campus
computers.
After all information is input, press “create my new account.”
You will then need to open your FRC email. There will be an email from
“administration.” Open this email and click on the confirmation link
provided. Once that is done, you can access your online courses.
IMPORTANT: If you have not received an Enrollment Key from your instructor,
you should email that instructor and ask them to send you the information.
Remember, your instructor’s email address is the first initial of their first name, plus
their last name, plus @frc.edu, i.e. mjones@frc.edu for Mary Jones.
How Is My Financial Aid Eligibility Determined?
Expected Family Contribution (EFC) is derived from the federal need analysis
calculation. Standardized federal calculations are applied to the data you and your
parents provide on the FAFSA. The EFC is an estimate of the amount of money
you and your family can reasonably contribute toward college costs. The
processor sends your need analysis to FRC, and your eligibility is determined
based on the following calculation: Cost of Attendance - Expected Family
Contribution = Need
Award amounts will vary depending on your enrollment status and class level.
STUDENT LIFE
meet the diverse needs and interests of its student body.
ASFRC HAS THREE ESSENTIAL DUTIES
Student Representation Provide Student Activities Oversee Student Clubs
All students at the college are automatically members of the ASFRC, are invited to
all ASFRC activities, and are encouraged to attend the open ASFRC meetings (the
meeting schedule is posted at the ASFRC office).
Student Representation
The student body is organized into a self-governing body known as the
Associated Students of Feather River College, or ASFRC. This body is an
integral part of the college community that is recognized by the
Superintendent/President and the Board of Trustees of the District, and functions
under the Associated Students Constitution; copies are available at the AS Office.
Associate Student elections for executive officers are traditionally held in the
spring, with supplemental elections for senators and committee representatives in
the fall.
The ASFRC is an important component of the college’s shared governance
structure. Under shared governance, members of the different groups that makeup
the college community—students, classified staff, faculty, and administrators—are
involved through campus committees in the process by which policies are made
and college actions are determined. AS officers serve on these committees and
are responsible for bringing committee information back to the AS government
meetings for input.
Student Activities
ASFRC sponsors a variety of extra and cocurricular
activities designed to reflect the
interests of a diverse student population. The
ASFRC organization plans entertaining and
educational events such as cultural and
social awareness programs, special topic
presentations, dances, dinners, concerts and
recreational activities.
Student Clubs
Student clubs are open to all students and provide an opportunity to pursue special
interests with those who share them. Clubs vary from year to year depending on
student interests and their formation is actively encouraged. Clubs are required to
attend ASFRC meetings on a regular basis to promote cooperative and
