6. General e Curative health h situation t i of the districts i t s As per the List I (Provincial Council List of 9th Schedule) referred in Article 154 A of 13th Amendment to the Constitution, the establishment and maintenance of public hospitals, rural hospitals, maternity homes, dispensaries (other than teaching hospitals and hospitals established for special purposes) ; Public health services, health education, nutrition, family health, maternity and child care, food and food sanitation, environmental health and Formulation and implementation of Health Development Plan and of the Annual Health Plan for the Province come under the purview of relevant Provincial councils. According to the Concurrent List (List III referred 13th Amendment of the Constitution), schools for training of Auxiliary Medical Personnel; the supervision of private medical care, control of nursing homes and of diagnostic facilities within a Province; Population control and family planning and Constitution of Provincial Medical Boards are to be done by both parties. Other Subjects and Functions not Specified in List I or List III are reserved by the Central Government. Out of 182 Government Medical Institutions located in the selected districts, only two institutions (GH-Batticaloa and TH-Anuradhapura) come under the management of central government. All the other hospitals/institutions come under the supervision of relevant Provincial Councils. Following are some of the general observations about the curative health facilities in the selected districts. Mannar Mannar district comprises 1,880 Sq Km land area (3% of country land) 23 and 99,000 populations (0.5% of total population) and around 30,000 24 IDPs (30 % 0f district population) . There are 6 government medical institutions and out of them only 10 institutions are functioning and their total bed strength is 345.
