) Regarding the quality of dry rations, a constant inspection and
monitoring system should be carried out in order to check the
quality of the dry ration of MPCS. The irregularities in issuing
dry ration should be cured with enough monetary allocations to
meet sudden displacements.
6) Special concerns for the nutritional status of vulnerable
groups.
Especially, special concerns should be made to improve the
nutritional status of vulnerable groups such as, women and
children. The nutritional packages such as “Poshana Malla”
should be made available to the displaced pregnant women
without considering the fact that they are having “dry ration”
instead of “Samurdhi”.
8) Promote health education among IDPs.
Unhealthy practices such as open air defecation still happens
and proper involvement of community health workers is
essential in this regard. Health education, therefore should be
promoted as soon as the displacements and also during the
process of relocation, resettlement and return. Regarding risk of
sexually transmitted diseases as AIDS, the target group should
be given advices by community health workers regularly. In
addition to the promotion of education, adequate facilities
should be provided to ensure the health of the people. Facilities,
such as making available adequate toilets, water, washing
facilities and etc should be provided.
9) Inclusion of Right to health in the Constitution
Inclusion of right to health in the Constitution as a basic right is
recommended having understood the importance of health to the
life and to live in dignity. This is once tried in Draft Constitution
of 2000 byArticle 25 and under that every citizen has the right to
access to health care services including emergency medical
treatment and sufficient food and water. Therefore incorporation
of right to health in the Constitution and progressive realization
