e) In the cases of security problems and problems regarding long
distance, mobile clinics both curative and preventive should be
held in WCs or resettled areas, considering the need of the
people with support of DPDHS, MOH and NGOs. i.e. it is
suggested to conduct the clinics twice a month immediately after
the displacement and subsequently it can be increased or
reduced based on the requirement of the clinic.
f) The curative heath of children, pregnant mothers, disabled and
elders should be assured and their access to health clinics should
be given a paramount concern.
g) Public transport facilities should be made available with enough
security to the people at least in the days of conducting clinics at
hospitals.
h) The maintenance of living standards is WCs and in resettled/
relocated areas has to be carried out with a proper coordination
between public health workers and relevant local government
authorities, according to the accepted norms and minimum
standards. Especially, a well planned garbage disposal system
should be followed with the coordination of both parties.
i) The availability of curative health care facilities and the lowest
distance to the nearest center and availability of drinking water,
sanitation facilities, drainages and the suitability of the slope of
the land in selecting temporary sites and in planning relocation
and resettlement for of IDPs should be key factors in deciding
locations for IDPs.
6) The quantity and nutrition status of dry ration to be
increased.
a) Though the quantity of dry ration has been increased, by the
Circular (2007) of Ministry of Resettlement and Disaster Relief
Services, it is not activated yet. The quantity of dry ration is still
remained as issued under the 1995 circular, even after economic
situation is completely different from the situation in 1995.
Therefore the 2007 circular (No: NDRSC 2007/10) should be
implemented as soon as possible.
