d) In the case of security problems and inability to visit displaced
persons, an appropriate system should be formed and
monitored, if needed with coordination of security forces. It is
suggested to establish focal points within the Ministry of Health
in national level or to establish focal points at provincial or
district levels. These focal points of the security forces will
provide effective and efficient coordination in discharging the
services. Because during and the post disaster period,
maintaining a proper community health is imperative to prevent
further calamities.
e) Since there has been instances of the existing health staff of the
host district unable to cope up with the new crowd, in case of
displacements of a larger number of persons to another district,
the required number of health personnel should be allocated
either from the previous district or from the central government
as soon as possible. If it is taking time, incentives should be paid
to them for the additional covering persons.
4) Strengthening of medical record system.
The absence of developed medical records system in the districts has
caused off beam or incorrect decision making in allocating financial and
other resources and therefore, a well planned health recording system is
needed to be implemented. The delay in forwarding Indoor Morbidity
and Mortality Reports (IMMR) by the hospitals available throughout the
country should be reduced and the statistical staff and required facilities
thereto needed to be provided effectively.
5) Special measures/mechanisms to deal with displacement.
a) The content and implementation of “Provisional guidelines for
emergency management of public health problems of the IDPs”
should be developed.
Regarding the content, health aspects on personal hygiene,

immunization is not addressed in this guideline as it is
