9. Recommendations
1) Improvements of health related facilities and human
resources in the districts.
Health related facilities
a) The minimum standards as it is required in “Re-categorization
of Hospitals Circular” should be implemented so as to ensure
qualitative service at the district level. Especially, in those areas
the conflict it self requires a developed curative health service
since the possibilities of accidents/injuries are frequent.
b) Where there is a considerable addition of IDP population to the
general population of a particular district, the amount of
allocations of medicine and other resources should be increased
in proportionate to the addition.
2) Human resources
a) An appropriate system of deploying man power in health sector
must be introduced and reasonable facilities and incentives
should be made available to the health professionals and staffs in
rural and unsecured areas. It is only by encouraging them and
giving more concessions, hardships happening while traveling
from one hospital to another can be reduced.
b) “The Proposed Norms for Public Health Technical Staff” is
recommended to pursue with recent updates, if needed since it
has been drafted in 1999. Therefore new recruitments should be
carried out if there is less number of cadres to meet the needs of
the public. The monetary allocations from the treasury for such
recruitments should be obtained on the basis of national
importance.
c) Regarding anomalies existing in allocating cadres, a proper
monitoring system should be worked out within the provincial
level and national level to monitor the deployment of human
resources.
