Throughout 2007, the Division shared its anti-corruption
expertise with others, and provided briefings to policy
makers, others in government and visitors. The Policy
Co-ordinator attended the Legislative Council to discuss
the subsidiary legislation necessary for compliance with
the United Nations Convention Against Corruption.
Ms Maggie Yang, Deputy Section Head, Section 15,
explained prosecution policy to assistant investigators
on the ICAC’s Stage III Induction Course. Mr Alex Lee
briefed Ms Endy Tou, Deputy Commissioner, Commission
Against Corruption, Macao SAR, upon the enforcement
of local anti-corruption laws. The Policy Co-ordinator,
Dr Sham and Mr Lee jointly explained our prosecution
of corruption cases to Mr Chan Tani, Secretary of State,
Council of Ministers, Cambodia.

15 組 的 高 級 政 府 律 師 黎 嘉 誼 檢 控 一 名 酒 店 採 購 經 理 收 受
一 名 凍 肉 供 應 商 的 賄 款 , 作 為 批 出 更 多 訂 單 的 報 酬 。 該
經 理 於 4 月 被 判 處 監 禁 10 個 月 ( 區 院 刑 事 案 件 2006 年 第
1203 號 )。 第 15 組 的 高 級 政 府 律 師 李 俊 文 檢 控 一 名 廚 師 收
受 一 名 下 屬 為 他 支 付 的 性 服 務 和 膳 食 , 作 為 給 予 優 良 評
核 報 告 的 報 酬 。 該 廚 師 於 5 月 被 判 處 監 禁 8 個 月 ( 東 區 裁 判
法 院 刑 事 案 件 2006 年 第 4667 號 )。 一 名 警 長 向 旺 角 一 間
色 情 影 碟 店 的 店 主 索 取 並 收 受 賄 款 和 伴 遊 服 務 , 作 為 向
其 預 先 通 報 警 方 即 將 進 行 的 掃 蕩 行 動 的 報 酬 。 該 警 長 在
6 月 被 判 處 監 禁 16 個 月 ( 區 院 刑 事 案 件 2006 年 第 979 號 )。
3 月 , 一 名 冠 軍 騎 師 被 裁 定 串 謀 接 受 利 益 。 控 方 指 , 在
2005 至 2006 年 期 間 , 被 告 人 向 3 名 本 地 商 人 提 供 賽 馬 情
報 , 以 換 取 他 們 代 他 下 注 贏 取 的 部 分 所 得 。 他 就 有 份 策
騎 的 36 場 賽 事 , 提 供 報 告 , 結 果 其 中 18 場 贏 得 頭 馬 ,8 場

In 2007, bribery featured prominently in prosecutions for
corrupt activity. In April, a hotel’s purchasing manager,
prosecuted by Section 15’s Mr Ned Lai, SGC, for accepting
bribes from a frozen meat supplier in return for more orders,
was imprisoned for 10 months (DCCC 1203 of 2006). In May,
a chef prosecuted by Section 15’s Mr Edmond Lee, SGC,
for accepting sexual services and meals from a subordinate
in return for favourable staff appraisals, was imprisoned for
8 months (ESCC 4667 of 2006). In June, a police sergeant
who solicited and accepted bribes and escort services in
return for warning the owner of a pornographic disc shop in
Mong Kok of impending police raids was imprisoned for 16
months (DCCC 979 of 2006).
In March, a champion jockey was convicted of conspiracy
to accept an advantage. The prosecution alleged that the
accused offered racing tips to three local businessmen
in return for a share of the bets they laid on his behalf
in 2005/2006. He tipped horses he rode in 36 races, of
which 18 won and 8 were placed, and the prosecution
case was that he rode his mounts to produce the desired
results. After the judge said that ‘the integrity of horse
racing must be maintained’, the accused was imprisoned
for 30 months (DCCC 839 of 2006).
