自 “ 九 一 一 ” 事 件 發 生 後 , 香 港 一 直 致 力 參 與 國 際 打
擊 恐 怖 主 義 的 工 作 。《 聯 合 國 ( 反 恐 怖 主 義 措 施 ) 條 例 》
(2002 年 ) 及 其 修 訂 條 例 (2004 年 ) 確 保 香 港 的 法 例 符 合 聯
合 國 安 全 理 事 會 第 1373 號 決 議 及 財 務 行 動 特 別 組 織 關 於
反 恐 工 作 的 建 議 。 金 融 界 須 向 當 局 舉 報 可 能 與 恐 怖 分 子
有 關 的 交 易 , 而 執 法 人 員 在 法 庭 管 制 下 可 凍 結 恐 怖 分 子
的 資 金 。
Hong Kong since 9/11 has contributed to international
initiatives to counter terrorism. The United Nations (Anti-
Terrorism Measures) Ordinance (2002) and its amendment
law (2004) ensure compatibility between local legislation
and UNSCR 1373 and the anti-terrorism recommendations
of the Financial Action Task Force (FATF). The financial
sector is required to report transactions which might be
terrorist-linked, and law enforcers may freeze terrorist
funds, subject to court control.

In June, the Hong Kong Policy Act Report, released by
the US Bureau of East Asian and Pacific Affairs, advised
Congress that ‘Hong Kong strongly supports the global
campaign against terrorism’. Hong Kong’s programme in
support of the Container Security Initiative was described
as being ‘among the most effective and efficient in the
world and has become a model for other parts to emulate’.
In her biennial Anti-Terrorism Report, Ms Denise Chan,
SGC, Policy Co-ordinator on Anti-Terrorism, said that Hong
Kong had worked hard to co-ordinate global efforts to curb
terrorist financing, and it was ‘important for prosecutors
and law enforcers to be vigilant and prepared’.

In October, the Policy Co-ordinator participated in the
Advanced Financial Crime Prevention Symposium, which
examined the nature and scale of terrorist financing. In
November, Ms Chan and Mr Gavin Shiu, SADPP, briefed
the international assessors of the Financial Action Task
Force/Asia Pacific Group on Money Laundering, when
they conducted a mutual evaluation of Hong Kong and
examined its laws to counter terrorist finance. Throughout
the year, international liaison was treated as central to the
development of anti-terrorism strategies.
Although Hong Kong is a secure society, prosecutors
vigorously pursued those who associated themselves in
any way with terrorist activity. In June, a hairdresser who
posted a message in an Internet forum under the name
‘Hezbollah terrorist’, saying he planned to make his own
bombs to ‘blast the consulate of the United States and
Disneyland in a suicide bombing’, was fined and ordered
to undergo community service (KTCC 855 of 2007). In
July, a barber who once proclaimed himself the ‘Hong
Kong Bin Laden’, received 9 months’ imprisonment for
criminally intimidating a newspaper (ESCC 867 of 2007).
