egulations concerning the utilization and building of the territory are
permissible according to the decision of Riga City Council, without the draw
up of amendments in spatial planning (development plan) or in detail plan,
but the procedure of public discussion shall be carried out mandatory.
2.9. These binding regulations shall be updated with information concerning
detail plans that are in effect (specifying the borders thereof). Regulations
concerning the utilization and building of the territory have been updated
with the help of internet, using the website of Riga City Council City
Development Department www.riga.lv/pad.
2.10. Riga City Council has provided the options for everyone to become well
acquainted with the local government spatial planning and amendments
thereto in the website of Riga City Council City Development Department
www.riga.lv/pad, as well as the opportunity to buy the copies thereof.
2.11. The realization of the construction of Riga Spatial Planning, depending on
specific preconditions, has been schematically represented in Annex 2 of
explanation article of Riga Spatial Planning 2006 – 2018.
3. Regulations Concerning the Utilization of Territories
3.1. In all the Territories Permitted Utilization
3.1.1. In all the territories of city in comply with regulations concerning the
utilization and building of the territory the location of structures and parts
thereof are permissible in accordance with permitted utilization in the
relevant territory, as well as:
3.1.1.1. establishment of parking places;
3.1.1.2. construction of local streets and access roads;
3.1.1.3. establishment of greeneries;
3.1.1.4. location of networks and structures of the engineering supply, if the spatial
planning, detail plan (or scheme of the engineering supply) or building
design provides thereto;
3.1.1.5. ancillary utilization, which is:
3.1.1.5.1. subordinated to the main utilization, to building or structure of this
utilization and supplements thereto.
3.1.1.5.2. in the same land plot, where the main utilization, building or structure are
located;
3.1.1.5.3. non-utilizable for the living of humans, if it is not provided otherwise in
these binding regulations;
3.1.1.5.4. maximum 30 % from area of the main utilization.
3.2. In all the Territories Forbidden Utilization
3.2.1. New building in the polluted territories is permitted only after the
recultivation, except the non-durable structures for the treatment of
territory.
3.2.2. The utilization is not permitted, which has created higher than maximum
permissible level of threat on inhabitants and/or more than significant
pollution, i.e., non-permissible high risk and/or unconformity with the
requirements of legal provisions of State Environment Protection and
Environment Health Institution concerning quality of environment, as well
