egulations concerning the utilization and building of the territory are<br />

permissible according to the decision of Riga City Co<strong>un</strong>cil, without the draw<br />

up of amendments in spatial planning (development plan) or in detail plan,<br />

but the procedure of public discussion shall be carried out mandatory.<br />

2.9. These binding regulations shall be updated with information concerning<br />

detail plans that are in effect (specifying the borders thereof). Regulations<br />

concerning the utilization and building of the territory have been updated<br />

with the help of internet, using the website of Riga City Co<strong>un</strong>cil City<br />

Development Department www.riga.lv/pad.<br />

2.10. Riga City Co<strong>un</strong>cil has provided the options for everyone to become well<br />

acquainted with the local government spatial planning and amendments<br />

thereto in the website of Riga City Co<strong>un</strong>cil City Development Department<br />

www.riga.lv/pad, as well as the opport<strong>un</strong>ity to buy the copies thereof.<br />

2.11. The realization of the construction of Riga Spatial Planning, depending on<br />

specific preconditions, has been schematically represented in Annex 2 of<br />

explanation article of Riga Spatial Planning 2006 – 2018.<br />

3. Regulations Concerning the Utilization of Territories<br />

3.1. In all the Territories Permitted Utilization<br />

3.1.1. In all the territories of city in comply with regulations concerning the<br />

utilization and building of the territory the location of structures and parts<br />

thereof are permissible in accordance with permitted utilization in the<br />

relevant territory, as well as:<br />

3.1.1.1. establishment of parking places;<br />

3.1.1.2. construction of local streets and access roads;<br />

3.1.1.3. establishment of greeneries;<br />

3.1.1.4. location of networks and structures of the engineering supply, if the spatial<br />

planning, detail plan (or scheme of the engineering supply) or building<br />

design provides thereto;<br />

3.1.1.5. ancillary utilization, which is:<br />

3.1.1.5.1. subordinated to the main utilization, to building or structure of this<br />

utilization and supplements thereto.<br />

3.1.1.5.2. in the same land plot, where the main utilization, building or structure are<br />

located;<br />

3.1.1.5.3. non-utilizable for the living of humans, if it is not provided otherwise in<br />

these binding regulations;<br />

3.1.1.5.4. maximum 30 % from area of the main utilization.<br />

3.2. In all the Territories Forbidden Utilization<br />

3.2.1. New building in the polluted territories is permitted only after the<br />

recultivation, except the non-durable structures for the treatment of<br />

territory.<br />

3.2.2. The utilization is not permitted, which has created higher than maximum<br />

permissible level of threat on inhabitants and/or more than significant<br />

pollution, i.e., non-permissible high risk and/or <strong>un</strong>conformity with the<br />

requirements of legal provisions of State Environment Protection and<br />

Environment Health Institution concerning quality of environment, as well
