front gardens shall be established. Requirements for the front gardens are specified in the architectural and planning task by the building authority of Riga City. 4.13. Basement Entrances, Traps and Windows 4.13.1. Basement entrances and traps may not be located in the pavements. Railings shall be installed prior the opening of existing traps. In process of rebuilding of existing buildings, to these binding regulations unsuitable entrances and traps shall be removed. 4.13.2. Near the windows of basements it is permitted to install the light casings, which are turned into pavement maximum 40 cm. They shall be covered with the thick glass or steal grid in one level with the pavements. Rods of grid may not be located parallel to building, and clefts between them may not be larger than 2,5 cm. The surface of pavement’s installed glass may not be slippy. 4.13.3. Windows of basement and display windows located towards to the pavement shall be protected with the steal railings in height of 76 cm (counting from the level of pavement). They may be protruded from the plane of wall maximum 30 cm. In special case, in comply with requirements of regulations of the Cabinet of Ministers, the decorative artistically created protective railings are permitted to be built for the windows of basements. 4.14. Display Windows, Advertisements, Sun-blinds 4.14.1. Display windows: 4.14.1.1. Installing of new display windows and doors in the existing buildings shall be permitted only in conformity with the architectonical style of building and constructive formation thereof. 4.14.2. Advertisements and signboards: 4.14.2.1. Advertisements and signboards shall be located in accordance with special binding regulations of Riga City Council. 4.14.3. Sun-blinds: 4.14.3.1. Above the display windows the sun-blinds may be installed, which has not been projected closer than 0,5 m to the carriageway and which bottom side has been located at least 2,2 m above the street. 5. Regulations concerning the Protection of Cultural and Historical Heritage 5.1. General regulations of this part refer to all historical building territories, which are specially represented in the spatial planning of city, which already prior the development of plan or with the plan, had the granted status of territory of cultural and historical heritage and the plan of which has provided to protect national urban building monuments with the official status of monuments as the heritage of world, as well as the potential monuments or separate special territories of historical building.
5.2. General requirements for the protection of monuments has been determined by law “On Protection of Cultural Monuments” and regulations of the Cabinet of Ministers. 5.3. Protective regulations of cultural and historical heritage in comparison to other regulations concerning the utilization and building of the territory are the exceptional regulations and they shall prevail. 5.4. Protection Territories of Cultural Monuments and Building 5.4.1. National monuments of urban building: 5.4.1.1. Historical centre of Riga City (No 7442), which is surrounded by Andrejosta, Eksporta street, Pētersalas street, Ganību dambis, Hanzas street, Kr.Valdemāra street, Laktas street, Klijānu street, Kr.Barona street, Pērnavas street, railway between Matīsa un Lāčplēša street, Lāčplēša street, embankment of Daugava. 5.4.1.1.1. In territory of urban building monument – historical centre of Riga City the Historical Centre of Riga (RHC) is located, which is included in the list of world heritage of United Nations Educational, Scientific and Cultural Organization (UNESCO) and is surrounded by the territory, which is enclosed by Hanzas street, E.Melngaiļa street, Kr.Valdemāra street, Palīdzības street, A.Briāna street, Tallinas street, A.Čaka street, Matīsa street, Avotu street, Lāčplēša street, E.Birznieka-Upīša street, Elizabetes street, Satekles street, Marijas street, Gogoļa street, Turgeņeva street, Krasta street, 11.novembra krastmala, Muitas street, Citadeles street, the green zone of city canal and to Eksporta street adjacent territory in East side of Andrejosta. If border of the territory of historical centre of Riga City in the description has been determined along the street, the street building on side of the territory and space of street to centre line has been included within the borders of spatial planning. 5.4.1.2. Fragment of Pārdaugava building (No7443), which is surrounded by Nometņu street - Meža street - E.Smiļģa street - Talsu street. 5.4.1.3. Mežaparks (No7444), which is surrounded by Meža prospekts –Ķīšezera krasts - Sudrabu Edžus street - E.Glika street - Stendera street - Visbijas avenue - Inčukalna street. 5.4.1.4. Ķīpsala historical building (No 8327), which is surrounded by Vanšu bridge (Kr.Valdemāra street), CD dam, EF dam to crossing with axis of Loču street, uneven numbers side of Loču street to embankment line of Āzenes channel to point of intersection of axis’s extension of Kaiju street. 5.4.2. Architectural monuments: 5.4.2.1. Within the administrative borders of Riga 917 architectural monuments of local importance are located. List of architectural monuments may be found in website of the City Develpoment Department of Riga City Council www.riga.lv/pad. 5.4.3. Monuments of archaeology: 5.4.3.1. List of monuments of archaeology, which are under the national protection: Nr. 2070. Complex of archaeology of Old Riga.
