7.9. Territory of Greenery and Nature<br />
7.9.1. Territory of greenery and nature (A) is the territories, which are<br />
preserved for ensuring the various f<strong>un</strong>ctions (ecological, recreation,<br />
creation of urban image), or have been specially established and overgrown<br />
with plants, and which are accessible for society. Territory of greenery and<br />
nature as the type of utilization of territory includes the following<br />
utilizations: forests, forest parks, parks, squares, greenery of streets and<br />
railway belts (avenues, boulevards, belt type greenery), greenery of<br />
embankment, cemeteries, specially protected nature territories, as well as<br />
gardening plots as the type of temporary utilization of land.<br />
7.9.2. Forests:<br />
7.9.2.1. Main f<strong>un</strong>ction for tree growth’s areas within the administrative borders of<br />
Riga City has been ensuring the quality of environment.<br />
7.9.2.2. Areas of tree growths in the urban territory shall be considered as the<br />
forests where the economical activity may be carried out, which are not<br />
visited intensively and are greater than 15 ha or have a border with the<br />
forestlands, which are in city property outside the territory of Riga.<br />
7.9.2.3. Management and transformation of forestlands shall be carried out<br />
according to regulatory provisions of utilization and management of<br />
forests.<br />
7.9.2.4. Transformation of forest shall be carried out by the establishment of<br />
cemeteries, squares, streets, greenery of protection zones of streets and<br />
railway. In case of necessity, the transformation of forest shall be carried<br />
out with the establishment of greenery of embankments.<br />
7.9.2.5. To establish forest parks, transformation of forestlands shall be carried out<br />
in 20% from the capacity of forestlands.<br />
7.9.3. Forest parks:<br />
7.9.3.1. Forest parks are plots of land with tree growths, which are the public<br />
utilizations (recreation, sport, tourism) of different level of utility, where<br />
building may be permitted only in order to provide the basic f<strong>un</strong>ctions of<br />
park.<br />
7.9.3.2. The following forest parks are determined with the Riga Spatial Planning:<br />
7.9.3.2.1. Bolderāja forest park;<br />
7.9.3.2.2. Kleisti forest park;<br />
7.9.3.2.3. Imanta forest park;<br />
7.9.3.2.4. Anniņmuiža forest park;<br />
7.9.3.2.5. Mežaparks;<br />
7.9.3.2.6. Biķernieki forest park;<br />
7.9.3.2.7. Šmerlis forest park;<br />
7.9.3.2.8. Ulbroka forest park;<br />
7.9.3.2.9. Jugla forte park;<br />
7.9.3.2.10. Bābelīte forest park.<br />
7.9.3.3. Microreserves may be in the territory of forest park.<br />
7.9.3.4. In the common balance of the territories of forest park for the greened<br />
territories shall be not less than 80%.<br />
7.9.3.5. Prior the transformation of forestlands in the forest park the park’s<br />
management plan shall be developed, in which the f<strong>un</strong>ctional utilization<br />
and management of specific land plot shall be determined, as well as the<br />
