1.46.4. Utilization to be evaluated – the utilization non-planned (permitted) in the
specific territory of building or construction, but has been permitted in the
neighboring territory. It may become the permitted utilization only after
detailed assessment of all circumstances on possible impact to neighboring
properties thereof. Utilization to be evaluated may become the permitted
utilization only after the co-ordination of assessment with owners of
neighboring land plots and approval in Riga City Council City
Development Department.
1.47. Newly erected building – a structure being built anew on new foundations,
but possible in area, where building had taken place before as well.
1.48. Sea passengers port– within the meaning of these binding regulations the
utilization of land (also aquatorium), structure or part thereof for harbor of all
kind of ships (also ferries), moorage, for service of ships and passengers, and
also for customs and border – guard.
1.49. Freight port– the utilization of land (also aquatorium), structure or part
thereof for the harbor of all kind of freight ships, moorage, service of ships,
bunkering, preparation of freight, processing, loading, unloading, reloading,
customs clearance, sorting, temporary storage and for the other utilizations
concerning the bazing of freight and ships as well.
1.50. Freight station - within the meaning of these binding regulations the
utilization of land (also aquatorium), structure or part thereof for the storage,
leasehold, leasing, renting or parking for charge of vehicles, as well as for
consignment of trucks or vehicles as carriers and for the temporary storage of
goods for the later consignment.
1.51. Cultural institution - within the meaning of these binding regulations the
utilization of land (also aquatorium), structure or part thereof intended for the
cultural centre, theater, circus, cinema, concert hall, universal utilization hall,
museum, library, media centre or similar institution.
1.52. Area – within the meaning of these binding regulations a territory of open
public space, land, structure or part thereof, which has planned, utilized or
foreseen for similar purposes as highway, trunk road or street, as well as for
the greenery. The area includes territory represented by internal or external
red lines of highways, trunk roads, city and local streets or access roads, and
territories of blocks, which are free from building up as well, but spatially –
building up of permitted utilizations and/or greenery behind the red lines.
Within the boundaries of area the greenery, monuments, fountains and other
with recreation related structures may be established, as well as the
underground or overground parking places, if the establishment thereof do
not hinder the traffic, and the other permitted utilizations in the building
territory.
1.53. Highway – the utilization of land, structure or part thereof for reception of
the main traffic flow between the city districts and for the reception of transit
and for the connection with the network of highways and trunk roads of
suburbs. Highway includes the territory in red lines therein and crossings
with trunk roads, city and local streets and access roads as well. Motorway –
complex of engineering structure outside the boundaries of city, which has
been used for traffic with determined speed for loads according to norms.
1.54. Utilizable space - total net area of utilizable premises of building or
structure.
