that could identify relevant initiatives or statements. As a traditional focused search was not<br />
possible, we used a broad search strategy. The searches were performed between January and June<br />
2009 in PubMed, Google, BMJ and JAMA, combining relevant search terms (figure 1). Documents<br />
were included if they concerned dependence or <strong>withdrawal</strong> reactions and expressed an agency's<br />
position, approach or initiative.<br />
The regulators included in the study came from a wide geographical area and worked under varying<br />
legal frameworks. However, according to Lexchin (6), the regulatory decisions that different<br />
authorities make are often quite similar despite differences in origins, operating models, financial<br />
resources, and number of staff. We therefore expected that, by including several agencies, we would<br />
get a more robust, complete and consistent picture of drug regulators' approach.<br />
Documents in health research can be accessed as a container of content but also as documents with<br />
a status, written in the context of an authority, and as an actor in the setting in which it is found. Our<br />
analysis focused on three document characteristics: the context of the document, the process that the<br />
document was a part of, and the facts that the document was a carrier of (20).
