Supporting Innovation<br />

13.28 The City Centre is a suitable location for small to medium sized innovative high-tech and creative<br />

businesses which would benefit from the vibrant atmosphere and range of services available, and many<br />

of which require an office type environment. Cork City Council will support the expansion of this sector<br />

in the City Centre by facilitating the provision of dedicated supported floorspace for ‘start-up’ and<br />

developing businesses. Over time as they develop these businesses would be encouraged to move on<br />

to exiting office space within the city centre.<br />

Objective 13.10 City Centre Office Development<br />

It is the objective of Cork City Council to support office development within the City Centre by:<br />

a. Facilitating the development of an expanded office quarter, including large floor plate office<br />

development, on suitable sites in the eastern end of the city centre, and extending into Docklands as<br />

shown in Figure 13.1; and in other suitable sites in the Commercial Core Area and City Centre Retail<br />

Area, subject to the need to respect the character and profile of the city centre. The City Council will<br />

work with other public agencies and the private sector to bring forward office developments in these<br />

areas.<br />

b. Supporting the development of supported space for start-up and grow-on businesses in suitable<br />

buildings in the city centre by working with other public and private sector stakeholders.<br />

c. Seeking to develop a package of measures to support the functioning of South Mall as a location for<br />

small and medium sized offices and other supportive uses.<br />

d. Implementing environmental improvements and measures to improve transport and access to the city<br />

centre as outlined in Chapter 5.<br />

City Centre Living<br />

13.29 Increasing City Centre living has a positive impact on City Centres and on the wider city reflecting a<br />

buoyant City Centre economy and a thriving and attractive urban environment. People, businesses and<br />

local authorities all benefit, which in turn raises the profile and people’s perception of the city. The<br />

growth of City Centre living represents one of the most visible symbols of urban stability and success.<br />

Residential uses also add activity and vitality to the area, reduce traffic congestion, and make investment<br />

viable in new and historic building stock.<br />

13.30 Despite a fall in the overall population of Cork City the City Centre has seen a significant increase in<br />

population (approximately 12% to a total of 13,490 between 2006 and 2011) over the same period. An<br />

analysis of this population change shows an increase in well educated in-migrants, many of them<br />

apparently working in FDI companies and living in apartments. This suggests there is a market for good<br />

quality accommodation in and close to the city centre and that this market may expand further if more<br />

office development occurs in the central area. In order to attract the market, units have to be generously<br />

sized, well designed and with convenient access to quality private and public open space. The Council<br />

will continue to encourage the delivery of quality housing/apartment schemes as well as refurbishment<br />

of the existing housing stock.<br />

13.32 The Plan outlines those areas of the City Centre most suitable for residential development, namely the<br />

Commercial Core Area (CCA), Inner City Residential Neighbourhoods (ICRN). In the case of the CCA,<br />

the City Council seeks to encourage the development of active commercial ground floor uses and above<br />

ground residential uses to encourage more sustainable development.<br />
