Objective 3.12 Light Industry<br />

To protect sufficient areas for light industry in order to maintain an adequate supply of light industrial space<br />

and employment in order to help ensure a diverse range of employment opportunities in the city.<br />

Commercial Leisure<br />

3.37 Commercial leisure facilities are those run on a profit basis and include cinemas, family<br />

entertainment centres such as bowling, indoor children’s play centres, fitness centres, gyms,<br />

swimming pools, hotels, restaurants, public houses etc. Commercial leisure facilities generate a high<br />

level of movement and are best located in places that offer the highest levels of accessibility to a<br />

range of transport modes, in particular public transport.<br />

3.38 However, it is also important to protect the amenities of the City Centre and of residential areas. It is<br />

therefore policy to control the location, size and activities of entertainment uses that are likely to<br />

attract large numbers of people, in particular ‘super-pubs’ and night clubs, in order to safeguard<br />

residential amenity, environmental quality and the established character and function of parts of the<br />

City Centre.<br />

Objective 3.13 Commercial Leisure<br />

To ensure that all major commercial leisure developments are located in accordance with a sequential test<br />

approach. The priority will be City Centre locations, followed by edge of centre, then district centres and<br />

neighbourhood centres. The availability of a choice of transport modes will be essential. Smaller scale pubs<br />

and restaurants will be open for consideration in these centres as well as local centres and areas zoned<br />

"Residential, Local Services and Institutional uses" provided residential amenity and traffic aspects are<br />

acceptable.<br />

Education and Health<br />

3.39 The Employment Survey has highlighted that the education and health sectors are now two of the<br />

major employers in Cork City. The education and health sectors have a major role to play in the<br />

training of the workforce and also in research. It is therefore important to support their appropriate<br />

expansion and operation. The CASP update also highlights the need to ensure a labour and skills<br />

strategy which provide an education and skills base aligned with the requirements of inward and<br />

domestic investment. The role of UCC and CIT are of particular importance to the city as major<br />

employers as well as educational facilities. Recognition of the collaboration between University<br />

College Cork and Cork Institute of Technology is also important. CUH and the other major health<br />

institutions also contribute significantly to the economy of the city. Specific policies in relation to the<br />

major institutions are outlined in Chapter 7 and Chapter 14.<br />

Objective 3.14 Education and Health Institutions as major employers<br />

To recognise the contribution of the major education and health institutions in Cork City to the overall<br />

economy of the city and their role in training, innovation and research and to support their continued<br />

operation and, where appropriate, expansion.<br />
