Casinos/Private Member’s Clubs<br />
16.82 The following (but not limited to) shall be taken into consideration when assessing applications for<br />
casinos/private member’s clubs:<br />
• The amenity of neighbouring residents and occupiers.<br />
• Hours of operation.<br />
• Traffic management as it is expected clients will mainly arrive and depart using private car or<br />
taxi.<br />
• Affect on the streetscape and shop frontage treatment.<br />
• Proposed signage.<br />
Childcare Facilities<br />
16.83 The provision of childcare facilities is subject to the Child Care Act and the Child Care (Pre-School<br />
Services) Regulations 1996. The Childcare Facilities Guidelines state that appropriate locations for<br />
childcare facilities include:<br />
a) Major new residential developments;<br />
b) Places where there are significant numbers of workers;<br />
c) In the vicinity of schools;<br />
d) Neighbourhood and District Centres; and<br />
e) Adjacent to Public Transport Corridors.<br />
In assessing applications for childcare facilities, the following (but not limited to) will be considered:<br />
• Location & Type of Facility;<br />
• Audit of Existing Facilities in the vicinity;<br />
• Design and compliance with “We Like This Place - Guidelines for Best Practice in the Design<br />
of Childcare Facilities” (DoE, 2005).<br />
• Adequate traffic management, provision of drop-off & collection Areas & car-parking provision<br />
for staff;<br />
• Outdoor amenity space;<br />
• Affect on neighbouring amenity in terms of noise generation; storage of waste etc.<br />
• Hours of Operation and any proposed week-end use;<br />
• Proposed Signage<br />
Community Facilities<br />
16.84 As a general principle the location and provision of community facilities is a pre-requisite to the creation<br />
and enhancement of viable, enjoyable, sustainable and attractive local communities. In assessing<br />
planning applications for example leisure facilities, sports grounds, playing fields, play areas,<br />
community halls, organisational meeting facilities, medical facilities, childcare facilities, new school<br />
provision and other community orientated developments, regard will be taken of considerations such<br />
as:-<br />
• Overall need in terms of necessity, deficiency, and opportunities to enhance/share existing<br />
facilities.<br />
• Design to allow for multi-functional use.<br />
• Practicalities of site location in terms of site location relating to uses, impact on local amenities,<br />
desirability, and accessibility. They should be well integrated with pedestrian and cycle routes<br />
and, where they serve a wider community, on or close to a public transport route.<br />

Fuel Filling Stations<br />
16.85 Applications for petrol stations including refurbishments to existing premises will be required to have<br />
a high standard of design and layout. To take account of same, standard corporate designing may need<br />
to be modified as required. Consideration will be given to the following:<br />
