Objective 14.1 Mahon Local Area Plan<br />
The Local Area Plan vision for Mahon will be achieved by:<br />
a. Expanding the population and improving residential amenity;<br />
b. Gradually replacing low density industry with higher density employment accessible to those living in<br />
the area;<br />
c. Creating strong focal places at Mahon Point and Neighbourhood Centres providing local services and<br />
a physical focus for their areas;<br />
d. Supporting a shift to non-car modes for transport, environmental, social and health reasons; and<br />
e. Conserving landscape, built heritage and environmental assets.<br />
14.6 Provision is also made for mixed use development at Jacobs Island of up to 15,000sq m of business<br />
and technology office space and residential uses.<br />
Blackpool / Kilbarry<br />
14.7 Blackpool / Kilbarry area forms the northern gateway to the City from the Limerick Rd (N20). The<br />
Blackpool Development Area includes Blackpool Shopping Centre, the former Sunbeam manufacturing<br />
complex, Kilbarry Industrial Estate and ‘greenfield’ lands at the Old Whitechurch Road.<br />
14.8 There is potential for mixed-use development in Blackpool, including the former Sunbeam Complex,<br />
residential development at Old Whitechurch Road and technology / office based industry at Kilbarry.<br />
The area represents a key opportunity to provide balanced growth in employment and housing to<br />
support the planned commuter rail station at Kilbarry as identified in CASP, and provide a sustainable<br />
transport option. The detailed strategy for the core of the area taking in the shopping centre and the<br />
former Sunbeam Complex is set out in the North Blackpool Local Area Plan.<br />
North Blackpool Local Area Plan 2011<br />
14.9 The plan area centred on the catchment of the Kilbarry/ Blackpool rail station, and set out an integrated<br />
land use, transportation and urban design framework for both existing and emerging development areas<br />
of Blackpool.<br />
14.10 The Vision of the Plan is that Blackpool will develop its role as the economic and social heart of the<br />
‘northside’ and ‘gateway’ to the City and be a vibrant and attractive place to live, work and visit.<br />

Objectives 14.2 Blackpool / Kilbarry<br />
a. To create a high quality, vibrant, distinct and accessible mixed-use urban centre in Blackpool, serving<br />
as an attractive northern gateway to the city and a desirable destination for northside suburban<br />
communities, encompassing retail, commercial, employment uses, residential neighbourhoods,<br />
community and recreational facilities;<br />
b. To protect and improve residential neighbourhoods from detrimental traffic impacts, creating a safe<br />
and attractive network of pedestrian/cyclist orientated streets and spaces connecting communities to<br />
local services and amenities.<br />
c. To facilitate the development of an integrated public transport interchange centred on a commuter rail<br />
service and connecting bus services;<br />
d. To respect and enhance the built heritage and architectural character of the area, through the creation<br />
of a high quality public realm and high standards of building design;<br />
e. To preserve and enhance the sensitive and distinct landscape, visual character and biodiversity of the<br />
area and in turn provide for recreational uses, open space and amenity facilities;<br />
f. To develop Kilbarry Industrial area for business and technology employment uses and to improve access<br />
by sustainable modes of transport, including access to the proposed rail station;<br />
g. To develop the Whitechurch lands as a new residential neighbourhood with associated community<br />
facilities.<br />
