Deal <strong>in</strong>g with Cri ses <strong>in</strong> Iraq and the Mid dle East—the Impor tance <strong>of</strong> Civil-Mil i tary Inte gra tion 141<br />
<strong>in</strong> Paki stan. These two events alone raised more than $2 bil lion to help sur vi vors, and as I noted ear lier,<br />
the area was rebuilt as it was, not as it could have been.<br />
Afghan i stan is a per fect exam ple <strong>of</strong> this cycle. Of the orga ni za tions <strong>Global</strong> Impact funds, 18 NGOs<br />
are sup port <strong>in</strong>g 58 pro grams, 2 <strong>of</strong> which have closed because <strong>of</strong> safety con cerns. In Iraq, 6 orga ni za tions<br />
are sup port <strong>in</strong>g 17 pro grams and another 6 have closed because <strong>of</strong> safety con cerns. Some NGOs feel that<br />
be<strong>in</strong>g iden ti fied with any gov ern ment or the mil i tary <strong>of</strong> any coun try endan gers their pro grams and their<br />
safety. On the other hand, <strong>in</strong> the tough est spots on earth, safety and secu rity need to be pro vided—my<br />
ear lier po<strong>in</strong>t about the role <strong>of</strong> government.<br />
Back to the chart: NGOs are geared toward devel op ment and susta<strong>in</strong>ability but the money and polit i -<br />
cal will are not. What can hap pen with a devel op <strong>in</strong>g sit u a tion is that the long his tory <strong>of</strong> work <strong>in</strong>g <strong>in</strong> a<br />
region is not rec og nized or respected by those enter <strong>in</strong>g <strong>in</strong> cri sis mode and those rela tion ships are not pre -<br />
served <strong>for</strong> the after math, when susta<strong>in</strong>ability can occur. It is the NGOs’ rela tion ships with local gov ern -<br />
ments and with cit i zens and pro grams that cre ate sta bil ity and the poten tial <strong>for</strong> susta<strong>in</strong>able development.<br />
This hap pens aga<strong>in</strong> and aga<strong>in</strong>: The over looked third quad rant. What we know <strong>for</strong> cer ta<strong>in</strong> is that disas -<br />
ters will occur; those <strong>of</strong> us at this work shop could per haps and with rea son able accu racy pre dict where<br />
one will occur and the nature <strong>of</strong> the event. But next time, let’s use that awful cri sis to push our accu mu -<br />
lated resources and ef<strong>for</strong>ts to reha bil i ta tion, giv <strong>in</strong>g us a better chance <strong>of</strong> susta<strong>in</strong>ability. I sub mit that this is<br />
where the polit i cal will and the allo ca tion <strong>of</strong> resources will make the big gest impact. It is where we will<br />
not only save lives but lift nations up to those who con trib ute to the overall good.<br />
MAXIMIZING RESOURCES AND BUILDING RELATIONSHIPS<br />
THROUGH GLOBAL REACH<br />
To beg<strong>in</strong> address <strong>in</strong>g the dif fer <strong>in</strong>g mis sions, views, and activ i ties <strong>of</strong> all those con cerned with deliv er <strong>in</strong>g<br />
human i tar ian assis tance and sta bi liz <strong>in</strong>g affected regions, <strong>Global</strong> Impact has devel oped a pro gram named<br />
<strong>Global</strong> Reach. The mis sion <strong>of</strong> <strong>Global</strong> Reach is to max i mize avail able resources to save lives and, most<br />
impor tant, it is supported by preplann<strong>in</strong>g. At this moment, <strong>Global</strong> Impact has mem o randa <strong>of</strong> an agree ment<br />
with the United States South ern Com mand, Jo<strong>in</strong>t Forces NATO, and a strong work <strong>in</strong>g rela tion ship with<br />
the United States Euro pean Com mand. These work <strong>in</strong>g rela tion ships allow the voice <strong>of</strong> the NGO com -<br />
mu nity to be heard at the most senior lev els <strong>of</strong> com mand and have resulted <strong>in</strong> exer cise design, tra<strong>in</strong> <strong>in</strong>g<br />
and par tic i pa tion, and jo<strong>in</strong>t human i tar ian assis tance pro jects. The pri mary objec tive is to build trust and<br />
con fi dence. This pro gram is built upon jo<strong>in</strong>t ef<strong>for</strong>t, and fur ther along it is our <strong>in</strong>ten tion to engage the pri -<br />
vate sec tor as well; they will, after all, pr<strong>of</strong>it from rebuild<strong>in</strong>g.<br />
The U.S. mil i tary’s th<strong>in</strong>k <strong>in</strong>g about their con tri bu tion to all this is evolv <strong>in</strong>g as well. The mil i tary has tra -<br />
di tion ally focused on disas ter relief mis sions, with rel a tively few activ i ties asso ci ated with devel op ment<br />
and susta<strong>in</strong>ability (save <strong>for</strong> their work <strong>in</strong>volv <strong>in</strong>g “theater security” mat ters). That is chang <strong>in</strong>g. For exam -<br />
ple, the Navy’s new Coop er a tive Mar i time Strat egy places real empha sis on devel op <strong>in</strong>g the abil ity to gen -<br />
er ate lon ger-last <strong>in</strong>g rela tion ships and part ner ships with other coun tries through the use <strong>of</strong> naval assets.<br />
<strong>Global</strong> Reach works across all quad rants—prep a ra tion and relief and, <strong>in</strong>creas<strong>in</strong>gly, development and<br />
susta<strong>in</strong>ability.<br />
Part <strong>of</strong> the fric tion we have encoun tered as we launch <strong>Global</strong> Reach, <strong>in</strong>ter alia, is the per cep tion on the<br />
part <strong>of</strong> some NGOs that hav <strong>in</strong>g the mil i tary move <strong>in</strong>to devel op ment and susta<strong>in</strong>ability will some how<br />
upset their fund <strong>in</strong>g streams and con trol over their world. This speaks only to the rea son to work on ways<br />
to do this suc cess fully <strong>for</strong> all con cerned, espe cially on behalf <strong>of</strong> those who need the help the most. By<br />
jo<strong>in</strong> <strong>in</strong>g together, part ner <strong>in</strong>g orga ni za tions com b<strong>in</strong>e their resources and strengths, <strong>of</strong>f set their weak -
