Office <strong>of</strong> the Direc tor <strong>of</strong> Net Assess ment. S<strong>in</strong>ce the beg<strong>in</strong> n<strong>in</strong>g <strong>of</strong> this work shop series almost 25 years ago,<br />

the Direc tor <strong>of</strong> Net Assess ment <strong>in</strong> the U.S. Depart ment <strong>of</strong> Defense, Mr. Andrew Mar shall, has spon -<br />

sored the activ i ties <strong>of</strong> our orga ni za tion. Ms. Rebecca Bash, also <strong>in</strong> the Office <strong>of</strong> the Direc tor <strong>of</strong> Net<br />

Assess ment, reviewed this report prior to pub li ca tion, and we were delighted that she was also able to<br />

participate <strong>in</strong> this year’s work shop <strong>for</strong> the first time, after so many years <strong>of</strong> assis tance and sup port. We<br />

appreciate Net Assessment’s sup port over the years and the very help ful advice and assis tance we have<br />

been given.<br />

Defense Threat Reduc tion Agency (DTRA). At DTRA, we are grate ful <strong>for</strong> the many con tri bu tions <strong>of</strong> Col o -<br />

nel Rob ert Dickey and espe cially the agency’s direc tor, Dr. James Tegnelia, who par tic i pated actively <strong>in</strong><br />

the work shop ses sions aga<strong>in</strong> this year. We would also like to thank Dr. Arthur T. Hopk<strong>in</strong>s, Pr<strong>in</strong> ci pal Dep -<br />

uty Assis tant to the Sec re tary <strong>of</strong> Defense <strong>for</strong> Nuclear and Chem i cal and Bio log i cal Defense Pro grams,<br />

this year’s work shop. Mr. Hank Keese rep re sented the DTRA Field Office <strong>in</strong> Bel gium. All <strong>of</strong> the DTRA<br />

ef<strong>for</strong>ts were very effec tively coor di nated by Col o nel Bob Dickey, Senior <strong>Strategic</strong> Planner-Operations<br />

Enterprise at DTRA.<br />
