included in the Bellevue Housing privatization project.<br />

Therefore, implementation of this alternative would require<br />

removing at least the site and its immediate surroundings from<br />

the project’s land lease area and keeping them under direct<br />

government control. The alternative would not otherwise affect<br />

the privatization project. The adverse impact, therefore, would<br />

be minor.<br />

Socioeconomics: The impacts of the Bellevue Alternative would be<br />

the same as those of the Anacostia Alternative. These impacts<br />

would be negligible.<br />

Transportation: The impacts of the Bellevue Alternative would be<br />

the same as, or similar to, those of the Anacostia Alternative<br />

and would not be significant. However, the projected parking<br />

deficit would be greater because there is no existing parking<br />

within reasonable walking distance of the project site. In<br />

addition to measures promoting transit usage and ridesharing,<br />

additional measures to make existing remote existing parking<br />

usable by NSMA employees (e.g., shuttle service between remote<br />

parking areas and the new facility) may be required.<br />

Implementation of this alternative would require additional<br />

parking studies. No impacts on public parking are expected.<br />

Air Quality: The impacts of the Bellevue Alternative would be<br />

the same as those of the Anacostia Alternative and would not be<br />

significant.<br />

Noise: The impacts of the Bellevue Alternative would be the same<br />

as those of the Anacostia Alternative and would not be<br />

significant.<br />

Cultural Resources: Construction of the proposed NSMA facility<br />

under the Bellevue Alternative would likely disturb Site 51SW7,<br />

a prehistoric archaeological site that was found to be<br />

potentially eligible for listing in the <strong>National</strong> Register during<br />

a survey conducted in 1994. Consistent with the 1994 report’s<br />

recommendations and in compliance with Section 106 of the<br />

<strong>National</strong> Historic Preservation Act, The Navy would conduct a<br />

Phase II evaluation of Site 51SW7 to determine its <strong>National</strong><br />

Register eligibility prior to beginning any ground-disturbing<br />

activities. Following completion of the Phase II survey and its<br />

review and approval by the DCHPO, potential adverse effects to<br />

the site from the proposed action would be evaluated and, if<br />

appropriate, a memorandum of agreement (MOA) would be drafted to<br />

define mitigation measures. These measures would ensure that any<br />

adverse effects are mitigated and not significant.<br />
