<strong>Environmental</strong> <strong>Assessment</strong><br />
costly than government-owned space and generally does not meet<br />
current anti-terrorism/force protection (AT/FP) requirements.<br />
NSMA is one of the Navy organizations affected by the BRAC<br />
mandate to move out of leased space and relocate to a DoD<br />
facility. NSMA’s mission is to provide logistics support to the<br />
Navy. Logistics is the management of the flow of goods,<br />
information, or other resources between the point of production<br />
and the point of consumption or use. Warehousing, inventory,<br />
handling, packaging, transportation, and delivery are all<br />
elements of logistics.<br />
NSMA currently occupies several separate leased administrative<br />
facilities in the Crystal City and Clarendon neighborhoods of<br />
Arlington County, VA. The agency additionally maintains a<br />
warehouse, also located in Arlington County. A total of<br />
approximately 800 persons work at these locations.<br />
1.1.2 NSF Anacostia<br />
NSF Anacostia is located in the southwestern quadrant of the<br />
District of Columbia, along the eastern shore of the Anacostia<br />
River, near the river’s confluence with the Potomac and across<br />
the Potomac from Arlington County (See Figures 1-1 and 1-2). NSF<br />
Anacostia is a component of Naval Support Activity (NSA)<br />
Washington, one of four NSAs within Naval District Washington<br />
(NDW).<br />
In compliance with the 2005 BRAC Act, NSF Anacostia is in the<br />
process of becoming a joint base with Bolling Air Force Base<br />
(AFB), home to the Air Force’s 11 th Wing and located immediately<br />
to the south of NSF Anacostia. The Anacostia-Bolling joint base<br />
will be managed under NSA Washington and NDW.<br />
Even before the BRAC mandate to become one joint base, NSF<br />
Anacostia and Bolling AFB, though administratively distinct,<br />
were physically continuous and shared a perimeter fence and<br />
entry gates. Both installations have broadly similar missions.<br />
They provide support to personnel assigned to the <strong>National</strong><br />
<strong>Capital</strong> area, including personnel administration and assistance,<br />
personnel property movement, medical care, fire protection and<br />
emergency response, housing, distinguished visitor and highranking<br />
personnel transportation, and various morale, welfare,<br />
and recreation activities. Both installations also support<br />
representational activities such as the Navy Ceremonial Guard<br />
and the Air Force Honor Guard.<br />
