ES.3 Alternatives<br />

ES.3.1 Reasonableness Criteria<br />

Three criteria were used to evaluate the reasonableness of<br />

potential alternatives:<br />

• Criterion 1 – The alternative must comply with the 2005 BRAC<br />

mandate to relocate NSMA to a DoD-owned facility in the<br />

<strong>National</strong> <strong>Capital</strong> Region.<br />

• Criterion 2 – The alternative must provide adequate<br />

administrative and warehousing space that meets the<br />

operational and security requirements of NSMA.<br />

• Criterion 3 – The administrative building and the warehouse<br />

must be as close to each other as possible; while colocation<br />

is not strictly required, it should be preferred<br />

unless there is a clear, strong advantage that can make up<br />

for the disadvantage of keeping the administrative and<br />

warehousing functions of NSMA physically apart.<br />

ES.3.2 Alternatives Considered but Dismissed<br />

The Navy considered and dismissed alternatives that would have<br />

relocated NSMA either to existing space at the Washington Navy<br />

Yard or to Building 168 at NSF Anacostia. In both cases, it<br />

would have been necessary to build the proposed warehouse at a<br />

separate location due to the lack of available space. However,<br />

neither alternative presented the type of strong advantage that<br />

would have made these options compatible with Criterion 3.<br />

Therefore, these alternatives were dismissed.<br />

ES.3.3 Alternatives Considered in the EA<br />

Anacostia Alternative (Preferred): Under this alternative, a<br />

combined facility (administrative and warehousing) would be<br />

constructed on NSF Anacostia on a site about three acres in<br />

size, located northwest of the intersection of Brookley Avenue<br />

and Thomas Road. The northern part of the site consists of a<br />

parcel formerly occupied by Building 150, now demolished. The<br />

southern part of the site consists of a paved lot occupied by<br />

several temporary trailers and a semi-permanent building that<br />

would be moved to a location to be determined on NSF Anacostia<br />

to make room for the proposed combined facility.<br />
