2.2.2.1 Relocating NSMA to a New Combined Facility at NSF<br />

Anacostia (Anacostia Alternative - Preferred Alternative)<br />

After reviewing existing operational and environmental<br />

constraints as well as existing and planned land uses at NSF<br />

Anacostia, the Navy identified one site on the installation that<br />

could accommodate the proposed combined facility. This site,<br />

about three acres in size, is located northwest of the<br />

intersection of Brookley Avenue and Thomas Road (see Figures 2-2<br />

and 2-3).<br />

The northern part of the site consists of a parcel formerly<br />

occupied by Building 150, now demolished. A narrow, unused<br />

parking lot separates this parcel from a large, fenced vehicle<br />

storage yard to the north. The southern part of the site<br />

consists of a paved lot occupied by several temporary trailers<br />

that would be relocated to a location to be determined on NSF<br />

Anacostia to make room for the proposed combined facility. To<br />

the south, the site is separated from Thomas Road by Building<br />

387 and surrounding chain link fence enclosure. Building 387 is<br />

a semi-permanent building that would be moved to a location to<br />

be determined on NSF Anacostia to make room for the proposed<br />

combined facility. In addition to these relocations, the small<br />

stretch of Brookley Avenue fronting the site on the east would<br />

be realigned a short distance to the east to increase the amount<br />

of usable land (see Figure 2-3).<br />

Because it has been disturbed previously and is readily<br />

available for redevelopment, this site is the Navy’s preferred<br />

location for the proposed combined NSMA facility. Building the<br />

proposed facility at this location as shown in Figure 2-3 is the<br />

Navy’s Preferred Alternative.<br />

2.2.2.2 Relocating NSMA to a New Combined Facility on Bellevue<br />

Housing Property (Bellevue Alternative)<br />

Upon review, the northwestern corner of Bellevue Housing was<br />

found adequate to accommodate a combined facility for NSMA on a<br />

three-acre site fronting McGuire Avenue (See Figure 2-2). This<br />

area is within the Bolling AFB - NSF Anacostia perimeter fence.<br />

It is currently open and vegetated with grass and a few hardwood<br />

trees.<br />

The option of developing this parcel as an annex to NSF<br />

Anacostia was already considered in the Anacostia Annex Site<br />

Development Plan completed in December 2004. As indicated in<br />

Section 1.1.2 of this EA, NSF Anacostia and Bolling AFB are<br />
