3.2.5 Fac<strong>to</strong>rs which <strong>in</strong>teract differently depend<strong>in</strong>g on the prov<strong>in</strong>ce<br />
Afghan prov<strong>in</strong>ces have different profiles and have evolved differently <strong>in</strong> relation <strong>to</strong> opium poppy<br />
cultivation. Over the last 15 years, each prov<strong>in</strong>ce has experienced rises and falls <strong>in</strong> production <strong>in</strong><br />
vary<strong>in</strong>g degrees, as figure 8 shows for 5 Afghan prov<strong>in</strong>ces (Badakhshan, Balkh, Ghor, Helmand<br />
and Nangarhar).<br />

The differences <strong>in</strong> production between prov<strong>in</strong>ces are therefore the result of complex <strong>in</strong>teraction<br />
between the fac<strong>to</strong>rs presented above and <strong>counter</strong>-narcotics <strong>strategies</strong>. Understand<strong>in</strong>g these<br />
fac<strong>to</strong>rs is essential <strong>to</strong> understand the success or failure of a strategy because, as po<strong>in</strong>ted out by<br />
Mansfield (2010), “successfully transferr<strong>in</strong>g an approach or “model” that has proven effective <strong>in</strong><br />
one prov<strong>in</strong>ce or another, or even replicat<strong>in</strong>g that same approach over time <strong>in</strong> the same prov<strong>in</strong>ce,<br />
will typically prove elusive”. 3<br />
Table 1 below presents a summary of the pr<strong>in</strong>ciple fac<strong>to</strong>rs which affect levels of opium<br />
production <strong>in</strong> the five Afghan prov<strong>in</strong>ces and Annex 3 gives a more detailed account of how<br />
production has evolved <strong>in</strong> each of these prov<strong>in</strong>ces.<br />
