3.3.2 The ac<strong>to</strong>rs <strong>in</strong>volved<br />

The ma<strong>in</strong> ac<strong>to</strong>rs <strong>in</strong>volved <strong>in</strong> implement<strong>in</strong>g this strategy are:<br />

With<strong>in</strong> the Afghan government:<br />

• The M<strong>in</strong>istry of Counter-Narcotics (MCN) is responsible for national policy, coord<strong>in</strong>ation<br />

and the moni<strong>to</strong>r<strong>in</strong>g and evaluation of <strong>counter</strong> narcotics operations.<br />

• The M<strong>in</strong>istry of the Interior (MoI), which <strong>in</strong>cludes a vice m<strong>in</strong>istry <strong>in</strong> charge of drugrelated<br />

issues and the Counter Narcotics Police of <strong>Afghanistan</strong> (CNPA). The border police are<br />

also <strong>in</strong>volved <strong>in</strong> the fight aga<strong>in</strong>st the traffick<strong>in</strong>g of <strong>opiate</strong>s and the chemical precursors needed <strong>to</strong><br />

process opium <strong>in</strong><strong>to</strong> morph<strong>in</strong>e and hero<strong>in</strong>.<br />

• The M<strong>in</strong>istry of Justice (MoJ) and the Crim<strong>in</strong>al Justice Task Force (CJTF) are responsible<br />

for judg<strong>in</strong>g people <strong>in</strong>volved <strong>in</strong> the production and traffick<strong>in</strong>g of drugs (see section 5.2.3 for more<br />

details)<br />

• Governors supervise all economic and political development operations <strong>in</strong> their<br />

prov<strong>in</strong>ces, <strong>in</strong>clud<strong>in</strong>g anti-drug operations. They are responsible, among other th<strong>in</strong>gs, for certa<strong>in</strong><br />

eradication activities: Governor-Led Eradication (GLE).<br />

At the level of the <strong>in</strong>ternational community:<br />

• The US government is <strong>in</strong>volved <strong>in</strong> <strong>counter</strong>-narcotics activities on a number of levels:<br />

- The Bureau of International Narcotics and Law Enforcement Affairs (INL) which comes<br />

under the control of the State Department, is responsible for reduc<strong>in</strong>g the illegal entry of<br />

drugs <strong>in</strong><strong>to</strong> the United States and m<strong>in</strong>imis<strong>in</strong>g the impact of <strong>in</strong>ternational crime on the United<br />

States and its population. In <strong>Afghanistan</strong>, it provides the NDCS with support on a range of<br />

operations. They recently put <strong>in</strong> place 7 Counter-Narcotics Advisory Teams (CNAT) <strong>in</strong> 7<br />

prov<strong>in</strong>ces, <strong>to</strong> provide governors with support <strong>in</strong> apply<strong>in</strong>g the NDCS.<br />

- The Department of Justice (DOJ) provides the Afghan M<strong>in</strong>istry of Justice and the CJTF with<br />

support <strong>in</strong> arrest<strong>in</strong>g and judg<strong>in</strong>g crim<strong>in</strong>als <strong>in</strong>volved <strong>in</strong> the production and traffick<strong>in</strong>g of<br />

drugs.<br />
