These details were necessary to learn in order to customize <strong>and</strong> configure each component to be<br />

optimized for our project’s application. A good base foundation in the physics behind lighting<br />

<strong>and</strong> optics, image processing, object recognition, radar technology, computer programming,<br />

camera terminology, <strong>and</strong> electronics was required to perform the tasks at h<strong>and</strong>. The disadvantage<br />

<strong>of</strong> not using commercially available systems is the low quality <strong>of</strong> the components we used in our<br />

system. There are inherent limitations in our system that prevents it from being a practical<br />

solution.<br />

There was much work done to implement our project’s system. A list <strong>of</strong> tasks that were<br />

performed is given below:<br />

1. Define our project application requirements.<br />

2. Learn techniques used in license plate recognition systems from other papers.<br />

3. Research currently available commercial systems.<br />

4. Determine the components needed for a limited system. Find <strong>and</strong> purchase components.<br />

5. Build a radar gun from scratch.<br />

6. Build <strong>and</strong> program a circuit board used to connect the radar gun to the computer.<br />

7. Research image processing techniques.<br />

8. Find available free s<strong>of</strong>tware libraries to perform the necessary image processing, object<br />

character recognition, video camera communication, <strong>and</strong> serial port communication.<br />

Learn how to use those libraries.<br />

9. Create customized s<strong>of</strong>tware code to call those libraries <strong>and</strong> perform the necessary<br />

functions required by the application.<br />

10. Perform tests to measure the quality <strong>of</strong> the system.<br />

This document coincides with the system we have built for our capstone project. It first<br />

describes license plate recognition (LPR) <strong>and</strong> radar technologies in general. It then outlines the<br />

system we designed <strong>and</strong> implemented for our application along with its limitations <strong>and</strong> the test<br />

cases we ran against the system. This document then goes on to describe how our application<br />

could be extended for other types <strong>of</strong> applications. It also discusses available commercial systems<br />

that detect traffic violations <strong>and</strong> their legality.<br />
