Address structural barriers to help-seeking by survivors of GBV.<br />
Strategies are required <strong>for</strong> removing key structural barriers, including direct service costs,<br />
distance to providers, <strong>and</strong> the circuitous nature of the system that responds to GBV.<br />
Eliminating the official corruption <strong>and</strong> bribery described by study participants will require a<br />
concerted <strong>and</strong> coordinated ef<strong>for</strong>t by each of the sectors involved (healthcare, police, local<br />
government), <strong>and</strong> the commitment of the legal sector to en<strong>for</strong>ce penalties <strong>for</strong> providers or<br />
duty bearers who request bribes to facilitate services <strong>for</strong> survivors of GBV.<br />
Improve quality of care <strong>for</strong> survivors of GBV.<br />
To improve the quality of care received by survivors from all key sectors, the Government of<br />
Tanzania (GoT) <strong>and</strong> PEPFAR implementing partners will need to focus on improving the<br />
training provided, integrating GBV screening <strong>and</strong> comprehensive care into existing<br />
structures, <strong>and</strong> strengthening coordination among service providers <strong>and</strong> referral systems.<br />
Increase access to justice <strong>for</strong> survivors of GBV.<br />
These recommendations focus on eliminating two key barriers to help-seeking <strong>and</strong> receiving<br />
appropriate support through scaling up advocacy ef<strong>for</strong>ts to have coerced sex by partners<br />
(including marital rape) as an offense in the penal code, <strong>and</strong> exp<strong>and</strong>ing the range of<br />
providers who can complete a Police Form 3 (PF3), the primary legal document <strong>for</strong> reporting<br />
GBV. In t<strong>and</strong>em with legal re<strong>for</strong>m, training will need to be widely instituted to raise<br />
awareness among government authorities, civil society, healthcare professionals, <strong>and</strong> the<br />
general public about the laws that protect women’s rights <strong>and</strong> punish perpetrators of<br />
violence.<br />
