1. Bringing services closer to survivors<br />
a. Introduce a model that integrates GBV screening 29 <strong>and</strong> support into the care<br />
provided by Community Health Workers [Example of Pathfinder Tanzania’s<br />
proposed model 30 ];<br />
b. Develop a model using Survivor Advocates, i.e., women who are survivors<br />
themselves, to accompany <strong>and</strong> support help seekers [Example of the MIFUMI<br />
model of Independent Domestic Violence Advocates in Ug<strong>and</strong>a 31 ];<br />
c. Establish more safe havens to provide accommodation <strong>for</strong> survivors on a shortterm<br />
basis. It will be critical to consider whether the existing model of <strong>for</strong>mal<br />
shelters in Tanzania should be duplicated or if a more in<strong>for</strong>mal structure—such as<br />
the provision of emergency accommodation by community leaders, which was<br />
noted by participants of this study—would be more viable <strong>and</strong> appropriate.<br />
2. Reducing the number of steps in the help-seeking process<br />
a. Have services located in one place <strong>and</strong> more readily accessible to potential help<br />
seekers [Example of the Marie Stopes International “one stop clinic” model 32 ];<br />
b. Establish a network of trained resource people at the local level who can orient<br />
help seekers about the steps required <strong>for</strong> accessing appropriate healthcare,<br />
pursuing legal options such as the arrest <strong>and</strong> prosecution of perpetrators, <strong>and</strong>/or<br />
seeking reconciliation. [Examples of paralegals <strong>and</strong> legal aid CBOs 33 ];<br />
c. Create a uni<strong>for</strong>m reporting <strong>for</strong>mat that can replace or contain the multiple letters<br />
required from local, ward, <strong>and</strong> district level officials.<br />
3. Eliminating corruption <strong>and</strong> bribery<br />
Eliminating the systemic <strong>for</strong>ms of corruption <strong>and</strong> bribery uncovered through this<br />
research would require a concerted <strong>and</strong> coordinated ef<strong>for</strong>t by each of the sectors<br />
involved (health care, police, local government), <strong>and</strong> the commitment of the legal<br />
sector to en<strong>for</strong>ce penalties <strong>for</strong> providers or duty bearers who are reported <strong>for</strong><br />
requesting or requiring bribes <strong>for</strong> facilitating services <strong>for</strong> survivors of GBV. Such<br />
