d. Remove structural challenges to providing required evidence in rape cases,<br />

including those related to the burden of proof through <strong>for</strong>ensic evidence 40 ;<br />

e. Increase ef<strong>for</strong>ts to provide GBV-specific training to Ward Reconciliation<br />

Committees to ensure legal procedures are followed <strong>and</strong> the rights <strong>and</strong> safety of<br />

survivors are protected within the lowest tier of the justice system. The<br />

Government <strong>and</strong> PEPFAR should consider the example of legal aid groups such as<br />

the Women’s Legal Aid Center <strong>and</strong> the Tanzania Women Lawyers Association<br />

(TAWLA), who have provided training to WRC members. However the curricula of<br />

these organizations are not explicitly focused on responding to GBV.<br />

Consistent with the suggestions above, the study recommends that training be widely<br />

instituted to raise awareness among government authorities, civil society, healthcare<br />

professionals, <strong>and</strong> the general public about laws that protect women’s rights <strong>and</strong> punish<br />

perpetrators of violence.<br />

F. Further Research<br />

Additional research would offer valuable contributions to the design <strong>and</strong> scale up of<br />

Tanzania’s response to gender-based violence.<br />

1. Use the current data set to further explore the perceived motivations <strong>and</strong><br />

justifications <strong>for</strong> partner abuse;<br />

2. Use the current data set to develop messages <strong>for</strong> media <strong>and</strong> community-based<br />

campaigns about GBV <strong>and</strong> in<strong>for</strong>m the design/content of other approaches <strong>for</strong><br />

prevention of GBV;<br />

3. Evaluate the promising/effective practices, <strong>for</strong> example, by testing some of the<br />

models <strong>and</strong> initiatives mentioned above <strong>and</strong>/or by evaluating ongoing models;<br />

4. Study the magnitude <strong>and</strong> nature of the problem of violence against men.<br />

healthcare facilities lack the supplies necessary to collect <strong>for</strong>ensic evidence—as well as the failure to address<br />
