5.1. EROSION CONTROLS<br />

5. ENVIRONMENTAL PROTECTION<br />

The construction activities will be per<strong>for</strong>med in a manner to have minimal impacts on the<br />

surrounding environment. It is anticipated that excavations will be backfilled at the end of <strong>ea</strong>ch<br />

<strong>work</strong>ing day to minimize erosion. Soil that is not used as backfill will be staged and covered with<br />

plastic until the excavations are completely backfilled. Upon conclusion of the construction<br />

activities remaining soil will be spr<strong>ea</strong>d in a designated ar<strong>ea</strong> and seeded and covered with straw.<br />

5.2 DISCHARGE PERMITS<br />

An air discharge permit was obtained <strong>for</strong> the pilot study that was conducted at the Navy Fuel<br />

Farm. A copy of the existing discharge permit is presented in Attachment E. The existing air<br />

permit will be modified <strong>for</strong> the addition of two additional vapor recovery wells to the existing<br />

system.<br />

Tr<strong>ea</strong>ted ground water currently discharged to the NASJRB Willow Grove sanitary sewer system<br />

and a discharge permit is not required. Tr<strong>ea</strong>ted ground water from the new <strong>remedial</strong> system will<br />

be discharged to the sanitary sewer by way of a new below-ground discharge line that will be<br />

installed during the construction activities. The additional discharge flow rate that will be<br />

obtained as part of this new system configuration will not require an additional discharge permit.<br />

The Public Works Department has been notified of the incr<strong>ea</strong>se in discharge flow rate and have<br />

approved the modification.<br />

5.3 BUILDING AND CONSTRUCTION PERMITS<br />

Building and/or construction permits are not required <strong>for</strong> this expansion to an existing pilot<br />

<strong>remedial</strong> system. The construction of a concrete pad, the erection of a temporary building, and<br />

electrical connections to an existing electrical service will require coordination with NASJRB<br />

Willow Grove Public Works and/or the office of the Resident Officer in Charge of Construction.<br />

System schematics, site <strong>plan</strong>s, and equipment specifications will be provided to the appropriate<br />

NASJRB Willow Grove personnel to facilitate the field construction activities. In the event of<br />

conflicting schedules with other onsite construction projects, EA will take direction from<br />

Northern Division and the Resident Officer in Charge of Construction office.<br />
