Mr. Stempowski has over five y<strong>ea</strong>rs experience as a Project Engineer involved in designing, permitting,<br />
constructing, and operating ground water and soil remediation systems. He also has experience installing<br />
monitoring and recovery wells, conducting aquifer and f<strong>ea</strong>sibility tests, and per<strong>for</strong>ming <strong>remedial</strong> focused<br />
site assessments and c.haracterizations.<br />
Remedi& hestigafim mtd Rentediaf Actian- As project engineer and hydrogeologist conducted<br />
investigations and assessments at more than 45 above ground storage tank (AST) and underground storage<br />
tank (UST) sites in DC, MD, PA, and VA <strong>for</strong> governmnt and private sector clients. Designed and installed<br />
over 15 ground water and soil remediation systems and conducted operation and maintenance activities on<br />
approximately 35 different systems. Systems include ground water pump and tr<strong>ea</strong>t, free product recovery, air<br />
sparging, and soil vapor extr<strong>action</strong> systems utilizing granular activated carbon adsorption, air stripping, and<br />
thermal and catalytic oxidation tr<strong>ea</strong>tment technologies. Also per<strong>for</strong>med system operation and maintenance<br />
activities and prepared client and regulatory <strong>report</strong>s. Provided on-site consuftation, instruction, and<br />
documentation; collected soil. sludge, and liquid samples, and prepared detailed tank closure <strong>report</strong>s <strong>for</strong><br />
underground storage tank removals at over 25 sites. Advised client on required <strong>action</strong>s and related options<br />
regarding potential <strong>remedial</strong> <strong>action</strong> and negotiated with State inspectors. Also coordinated tank and soil<br />
disposal and prepared all associated cost estimates and proposals.<br />
C<strong>ea</strong>teehrkxl Experienee- Designed, installed, and developed over 50 monitoring, recovery, soil vapor<br />
extr<strong>action</strong>, and air sparging wells utilizing hollow stem auger and air rotary drilling techniques. Prepared<br />
geologic boring logs and cross sections, and conducted aquifer slug and pump tests. Also installed and<br />
classified many soil borings and collected discrete soil and aquifer material samples <strong>for</strong> geotechnical and<br />
hydrogeoIogicd1 analyses. Construction experience includes grading, sub-base comp<strong>action</strong> testing, and<br />
roadway binding and w<strong>ea</strong>ring course installation and inspection.<br />
EmergertcJt Response- Member of several initial and follow-up emergency spill/l<strong>ea</strong>k response t<strong>ea</strong>ms<br />
generally associated with the rel<strong>ea</strong>se of petroleum products. Instituted emergency spill containment and<br />
hazard ahatement procedures, coordinated response <strong>action</strong>s, developed and employed emergency control<br />
ethods including the installation of interceptor trenches, recovery sumps and wells, and vapor extr<strong>action</strong><br />
systems. Coordinated activities with local Fire and H<strong>ea</strong>lth Departments and state and Iocal environmental<br />
agencies.<br />
Cost ~Stinla~~lg~Prapasal~Bid Lkvelopm.e~zt- Developed annual operation and maintenance budgets <strong>for</strong><br />
ground water monitoring and remediatictn sites and asisted in the preparation of bid documents and<br />
specifications <strong>for</strong> both Federal and private contracts. Prepared monitoring, sampling, and remediation system<br />
construction, operation, and maintenance cost estimates. Also prepared site assessment, characterization,<br />
<strong>remedial</strong> investigation, and tkasihility study prclposals.<br />
Project Managme~~t- Effectively managed several ground water and soil remediation system construction<br />
projects including subcontractor contracting and coordination. Also managed annual operation and<br />
