The language of the sampled question papers was<br />

set at the right level, except for one paper. Gender,<br />

race <strong>and</strong> cultural bias were not evident in these<br />

question papers.<br />

Some questions were judged to be ambiguous.<br />

Adherence to policy The weighting of topics <strong>and</strong> cognitive dem<strong>and</strong> was<br />

not prescribed in some of the subjects, which left<br />

decisions on spread <strong>and</strong> dem<strong>and</strong> to the discretion<br />
