HDR collected data on 18 roadway segments and at 10 signalized intersections during the month of February 2006. This data was supplemented with traffic count data collected by FDOT, Seminole County, and data previously collected by HDR in 2005. Commentary: A base year of 2005 was established for this study. Traffic counts for state roadways, from the FDOT 2007 Traffic Information System CD were available, however, since these counts reported marginally lower volumes than those taken in 2005 for Oviedo’s state roadways. Several factors including soaring gas prices in 2007-08, a receding economy and substantially lower construction traffic may have contributed to the decline in average daily traffic. In order to be conservative with the study it was decided to use the 2005 values in developing the analysis. The data gathered from each of the count sources has been adjusted to a common base year of 2005. The 2006 traffic counts collected for the study were converted to average annual daily traffic (AADT) using seasonal adjustment factors published by FDOT. These seasonal adjustment factors are used to adjust data for seasonal fluctuations in the traffic and are based on continuous counts taken by FDOT at various locations. The 2006 roadway counts were then reduced by a calculated growth rate to estimate the 2005 traffic conditions. The adjustment factor used was based on the growth that has occurred over the last five (5) years. Figure 2-1 shows the location of each count within the study area, including those locations where data was collected by other agencies. Turning movement counts were conducted at several intersections in order to analyze the current operating conditions at the intersection.
