2.4 Planned and Programmed Improvements
In addition to identifying existing deficiencies, it is also important to identify any
improvements currently being planned for the study area roadways. Future
improvements are typically put into two categories, planned improvements and
programmed improvements. Planned improvements are typically defined as those
which are expected to be construction within a 6 to 20 year timeframe. Programmed
improvements are those that are typically funded for construction in the 5 year FDOT
work program or within a local jurisdictions' 5 year Transportation Improvement Program
(TIP). The following documents were obtained and reviewed to identify the planned and
programmed roadway improvements within the City of Oviedo study area:
• METROPLAN ORLANDO 2025 LRTP, 2003 and TIP, 2005/06 – 2010/11
• FDOT Five-Year Work Program, 2005/06 – 2010/11
• City of Oviedo CIP, 2005/06 – 2010/11
• Orlando Orange County Expressway Authority (OOCEA) Work Program, 2005/06
– 2010/11
• Seminole County Expressway Authority Work Program, 2005/06 – 2010/11
• Florida Turnpike Work Program, 2005/06 – 2010/11
Thirteen projects were identified as either planned or programmed within the study area.
Table 2-3 lists the planned and programmed improvements that impact the study area.
These improvements are shown graphically in Figure 2-5.
The existing conditions analysis identified 11 roadway segments and six (6)
intersections that are currently operating in a deficient condition. Two of these currently
have planned or programmed improvements. The remaining nine, even without any
future traffic, need improvements to achieve minimum level of service standards.
Improvement projects to address these deficiencies are included in Chapter 7.
