Lockwood Boulevard, that desire to turn right onto Mitchell Hammock Road. The<br />

utilization <strong>of</strong> these dual left turn lanes could be improved by converting the outside<br />

through lane <strong>of</strong> the southbound approach <strong>of</strong> Lockwood Road at the intersection with<br />

Mitchell Hammock Road, to a shared through/right lane. Although vehicles in the inside<br />

left turn lane would still have to make a lane change to turn right onto Mitchell Hammock<br />

Road, this would reduce the number <strong>of</strong> required lane changes to make this maneuver<br />

from two lanes to one. This conversion would also require that the northbound left turn<br />

phase at the Mitchell Hammock Road and Lockwood Boulevard intersection be<br />

converted to protected only.<br />

During the AM peak period the westbound approach <strong>of</strong> the SR 426 intersection with<br />

Mitchell Hammock Road/Red Bug Lake Road has significant queuing and delay. The<br />

existing configuration <strong>of</strong> the intersection adds a third through lane immediately west <strong>of</strong><br />

this intersection. During the AM peak a large percentage <strong>of</strong> the westbound traffic<br />

changes lanes immediately west <strong>of</strong> this intersection to access SR 417, which causes<br />

the outermost lane to back up on westbound Mitchell Hammock Road/Red Bug Lake<br />

Road. A near term improvement that would improve the operations <strong>of</strong> the intersection<br />

during the AM peak period would be to convert the existing westbound right turn lane to<br />

a shared through/right lane, which would allow more traffic to flow through the<br />

intersection in the westbound direction. However, this improvement would not<br />

significantly improve the PM peak period operations.<br />

At the Mitchell Hammock Road and Alafaya Woods Boulevard intersection, traffic<br />

queues up in the eastbound direction during the PM peak period because <strong>of</strong> vehicles<br />

parking on the side <strong>of</strong> Mitchell Hammock Road to pick children up from Stenstrom<br />

Elementary School, which is located on the southwest quadrant <strong>of</strong> the intersection. An<br />

eastbound right turn lane was considered to mitigate this problem, however, drainage<br />

and right-<strong>of</strong>-way impacts pose a significant cost and traffic making this right turn to the<br />

elementary school will still remain queued within the turn lane (a temporary daily<br />

occurrence). Because there is not a significant number <strong>of</strong> eastbound right turning<br />

vehicles during the PM peak period, this improvement was dropped from further<br />

consideration with additional emphasis to be placed on advisory/warning signs <strong>of</strong> traffic<br />

congestion during the afternoon pick-up times and stronger emphasis on promoting safe<br />

walk and bike routes to school. A separate study addressing school access safety has<br />

been completed by the city addressing improvements around Stenstrom Elementary.<br />

At the SR 434 and Mitchell Hammock Road intersection, in the PM peak period traffic<br />

queues from the eastbound right turn lane into the through lane, preventing full<br />

utilization <strong>of</strong> the eastbound through lanes, the existing eastbound left turn lane is also<br />

fairly short due to the median opening for the Albertsons shopping center. This median<br />

opening located near this signalized intersection also has safety concerns, due to the<br />

number <strong>of</strong> crashes that have occurred at this median opening. The existing intersection<br />

operation could be improved by converting the existing full entrance into the Albertsons<br />

shopping center into a directional right-in, right out and extending the eastbound right<br />

turn lane to the westernmost entrance to the shopping center. This lane would operate<br />

as a continuous right turn lane from the westernmost shopping center entrance to the<br />

<strong>City</strong> <strong>of</strong> <strong>Oviedo</strong> 2-16<br />
