Policy 16: The <strong>City</strong> shall establish a process for annual reporting during the<br />
required capital improvements element and capital improvements programming<br />
process on the state <strong>of</strong> pedestrian and bicycle programs and infrastructure, and<br />
pursue funding to continue building the planned network <strong>of</strong> facilities. Providing<br />
local match funding will be a priority in the implementation <strong>of</strong> bicycle and<br />
pedestrian facilities.<br />
Policy 17: The <strong>City</strong>’s Land Development Codes/Ordinances shall be modified as<br />
necessary to assure pedestrian and bicycle facilities are included in all new<br />
development and significant redevelopment projects. Said revisions to the Land<br />
Development Code will include design criteria for bicycle and pedestrian facilities,<br />
including intersection and crossing treatments; criteria for width, striping, and<br />
ADA standards; parking design standards that recognize non-motorized users;<br />
and other changes needed to support pedestrian and bicycle travel.<br />
5.8.1 Recommended Changes to Land Development Code<br />
There are a number <strong>of</strong> recommended changes to the <strong>City</strong>’s Land Development Code to<br />
better support travel by bicyclists and pedestrians. The existing code is provided below,<br />
along with following comments and recommendations for changes in italics.<br />
Article XI, Section 11.1(D) Bicycle and Pedestrian Facilities and Accommodation<br />
1) Bicycle Lane: Shall be a minimum <strong>of</strong> four (4) feet in width on roads with posted<br />
speeds <strong>of</strong> 30 MPH or greater and a minimum <strong>of</strong> two (2) feet in width on roads<br />
with posted speeds under 30 MPH.<br />
• Comments: It is recommended that all designated bicycle lanes be a minimum<br />
width <strong>of</strong> four feet. For roadways with curb and gutter, the minimum width is five<br />
feet measured from the face <strong>of</strong> curb and including a smooth longitudinal joint<br />
between the asphalt and the gutter. There are some occasions where an<br />
undesignated bicycle lane (such as those on Lockwood Boulevard) can be<br />
included with a width as narrow as three feet (not including the width <strong>of</strong> the gutter<br />
pan, if applicable); however, no bicycle lane (designated or undesignated) should<br />
ever be less than three feet in width.<br />
2) Bicycle Path: Shall be at least four (4) feet in width. When a combination<br />
sidewalk and bicycle path is provided, it shall be a minimum <strong>of</strong> eight (8) feet in<br />
width.<br />
• Comments: Because it is impractical to segregate bicycle and pedestrian traffic<br />
on paths or multi-use trails, it is recommended that all paved paths/trails should<br />
have a minimum width <strong>of</strong> 10 feet to accommodate two-directional bicycle traffic,<br />
as well as pedestrian traffic; however, 12 to 14 foot widths are preferred.<br />
